Technopark Russian - innovative development of budget billions

    On June 4, 2018, at the meeting with the residents of the FEFU technopark, the director of the technopark and the university rector voiced the plenipotentiary amount for the design and construction of the “Russian Technopark” on Fr.     In 2017, during the Eastern Economic Forum, the Russian Technopark was opened. Even solemnly accepted the first resident.
    There are plans to build a separate technopark building with an area of ​​80,000 square meters for 6 billion rubles O_O.
    This is about 75,000 rubles per square meter. m. (which corresponds to the construction of administrative buildings in the territory of Vladivostok). Most likely, this is only the walls, roof and the necessary minimum for the functioning of the property itself. Adequate technopark should assume equipment, heavy industrial equipment. This is exactly what is not known about the equipment (it is known in the meaning, but unofficially, and officially on the same FEFU site there is no information about the equipment available and the possibility of obtaining services for using this equipment for research or production purposes for money). Since 2007, universities that have now joined FEFU (FESU and FESTU) have purchased equipment with grants for billions of dollars, but where is the equipment, in what condition is it after moving to Russky Island, how much it is loaded and whether it is unclear whether it is possible to access the use of this equipment by the residents of the technopark. There is no specifics, there are only general phrases about centers of collective use and more opportunities for residents of the technopark in the future.
    If it is planned to build a technopark with equipment, then there is no specifics about what kind of equipment it will be, how it will be possible to use it. When equipped with equipment, the total cost of the technopark will increase at least 2 times.
    At the meeting on June 4, 2018 in FEFU, which was attended by the first residents of the FEFU technopark, the plenipotentiary Trutnev Yu.P. and acting Governor of Primorsky Krai A. Tarasenko the residents of the technopark asked a lot and reasoned that they needed a technopark.
    The FEFU management and the director of the technopark asked the plenipotentiary to allocate 6 billion rubles from the development fund of the Far East for the construction of a technopark of 80,000 square meters. m. As noted above - in this amount you can build office space without equipment. With the same Skolkovo, their built technopark has an area of ​​95,000 sq. M [9] with a construction cost of 12 billion rubles in 2016 prices [10]. Residents gather there from all over the country not only because the Skolkovo Technopark provides premises and equipment, but also because until 01.01.2019 all participants in the Skolkovo project must become residents of the Skolkovo Technopark, otherwise they will lose the status of the Skolkovo project participant and tax privileges. Technopark Russkiy does not offer anything yet, except for space and consulting services. Again, the population density of the Central Federal District is multiple times higher than the population density of the Far Eastern Federal District and companies are also multiple times smaller, therefore comparable areas are redundant. Even the areas currently existing in FEFU for a technopark of 2,000 square meters are not filled.

    What can be stated on the current situation:
    1. There is no adequate feasibility study of the need for precisely such large areas. There are only colorful presentations and throwing figures without calculations, based on the real situation of the economy.
    2. The leadership of FEFU often changes: in 6 years there were 3 management personnel with their teams + criminal cases and arrests of managers. Therefore, any large-scale statements are regarded as pre-election campaigning, which almost always remains only campaigning without real incarnation.
    3. The real term of designing such objects with the preparation of estimates and passing state examination for at least 1 year. Real construction lines for such an object, taking into account the preparation of tender documentation and bidding for at least 3 years. Thus, the technopark will be able to earn not earlier than 2022 in new areas.

    Again, Vladivostok has the sad experience of building large-scale facilities in the face of Hyatt hotels (the start of construction is 2008, for 2018 they were not commissioned at a cost of more than 18 billion rubles). Chances are high that the construction of a technopark will repeat the fate of Hyatt.

    In any case, there should be an alternative scenario. But before that the real needs of high-tech companies that are not in the field of pure software development.

    If there is any device or mechanism in the idea, then it is necessary to create a prototype. Dendro-fecal technology has not been canceled, but to demonstrate to an investor or potential customers, it is desirable (mandatory) that the prototype should look adequately at the stated price. Laser-iron technology and parts printed on low-cost Chinese 3D printers can still be used to create a working prototype and demonstrate capabilities, then trouble with small-scale production.

    As an option to order in other regions, which is cheaper, but longer, or in China, which is cheaper and faster, but you need to be careful with both the Chinese and customs.
    We need production equipment in the technopark. Production is in demand, but the choice of machines and equipment is limited. In 2011-2012, the creation of a center for collective use was voiced where enterprises could transfer working equipment for renewal of funds for conditional compensation, and this equipment could be used to produce low-precision manufacturing and to train technicians to work on equipment. In 2017, the Department of Economic Development of the Primorsky Territory planned to create an Engineering Center [8], but for some reason, in the form of a consulting services center ... So far, everything has been multiplied by zero.

    Need certification, lobbying, distribution. But for the Far East, the Russian market is a large transportation cost. The market is only near Moscow and Leningrad regions. Then everything is much smaller in volume:

    But it is necessary to advertise goods and somehow promote them in the markets. Small companies, namely, usually technoparks and business incubators are guided by them, can hardly afford to hire marketers for each market.

    Intellectual property protection

    Investments and preferences


    On the current date, Technopark Russky does not give any preferences over tax legislation for residents.     For the time being, companies that are in Skolkovo are residents of the Free Port of Vladivostok, one of the territories of priority development or a free economic zone (if these still remain), have preferences.
