Virtual republic AlterRussia continues to develop



    The Internet platform for the development of laws "Virtual Republic of Alter Russia" continues to develop. The new version of the portal represents a new mechanism for the development and adoption of initiatives, which, theoretically, can be projected onto a real state model.

    The fundamental difference between the new version is the rejection of the post of President, the revision of the functions of Ministers and the introduction of posts of Experts. Previously, incompetent populists who were poorly versed in issues, but managed to please the community, could take the head of the virtual republic. Having received high posts once, they turned off their activity on the portal, leaving fellow citizens to their fate.


    Now populism will not pass! Experts and Ministers of AlterRussia are those who have shown more awareness, who have generated more confidence from other citizens. If the Expert or the Minister ceases to work or ceases to inspire confidence, they automatically lose their status. They are being replaced by other people.

    Agree, it would be very tempting to implement such a mechanism of rotation of power in real Russia?

    The following features have been added to implement the new power model:

    The system of delegation of votes.



    Based on the personal opinion of a particular citizen, AR users can entrust (delegate) their votes to other citizens - those who are considered the most competent in matters of a particular ministry.



    Thus, a “layer” of experts and a “layer” of Ministers is formed - the top users with the largest number of delegated votes and the top leaders in terms of the number of delegated votes in a particular ministry, respectively.

    The competence of experts is control over the process of developing initiatives. Each of the experts has the right to refine any of the initiatives within the framework of his ministry and make a decision on putting the initiative to a vote in the current edition.



    Ministers have all the rights of experts, and the additional right to make a final decision on initiatives within their ministry. The Minister’s decision (“FOR”, “REARING” or “REJECT”) is final, even if it contradicts the current results of citizens' voting.



    Mechanisms that increase the transparency of citizens, experts and ministers



    Information on the process of working on the initiative is available to every AR citizen. Functionality provides:

    • View the current status of the initiative: “in the project stage”, “in the voting stage”, “sent for revision”, “accepted”, “rejected”.
    • View the current voting result - for initiatives on which voting takes place in the current time period.
    • View a list of voted AR citizens.
    • View a list of experts who found the initiative worthy of voting.
    • View information on the Minister who made the final decision on the initiative.




    Initiative Decision Making Process



    Immediately after publication on the portal, each initiative assumes the status of a “Project”. At this stage, all AR citizens can participate in the discussion, and experts work on the text of the initiative taking into account the opinions of citizens.

    After a group of experts has voted to put the initiative to a vote, the initiative assumes the status of “Open for voting”. At this stage, AR citizens vote on the initiative, choosing one of three options: “for”, “against”, “for revision”.

    The final decision is made by the Minister of the ministry to which the published initiative belongs. If the decision “FOR” is made, the initiative becomes the Law of the virtual republic of Alter Russia. If a decision is made “AGAINST,” the initiative closes and enters the archive of rejected initiatives. If the decision “READY” is made, the initiative returns to the stage of finalization by the Experts, after which the vote is opened again and the Minister’s decision is again made.
