In Russia, they are going to actively fight against pirated traffic

    The Russian Interior Ministry has proposed a new way to combat pirated traffic - it is proposed to simply block access to foreign resources with pirated content by backbone operators. It is clear that in the first place we are talking about popular torrent trackers.

    The proposal is being developed by the K department of the Ministry of Internal Affairs of Russia. Police consider pirated traffic pirated software, music and videos actively downloaded by Russian users.

    “Repositories of illegal Russian-language content leave Russia for countries with weaker legislation regarding copyright protection. The solution to this problem could be to block illegal traffic at the level of backbone operators, which are not so many, "Kuznetsov comments on the situation.

    After the “K” management began to work on the seizure of servers and the cancellation of delegation rights to domains of popular torrent trackers in the country, such resources began to go abroad, using international domain zones to register their domains and hosting companies in other countries. Examples include resources such as piratbit.net and streamzone.ru, lib.rus.ec and goldenshara.com, located in Germany, France, the Netherlands and Georgia, respectively.

    The main proposal of the “K” management is to amend the by-laws that regulate the receipt of licenses for data transmission, without changing the basic law, the “Law on Communications”. The amendment of the by-laws mentioned above will consist in the addition of a new clause that will allow backbone operators to block pirated resources, which will be indicated by the court, investigation or inquiry bodies. When providing a “motivated submission” from these bodies, the main operator will be required to block the resource indicated in the submission.

    The “motivated submission” will indicate why the authorities consider a certain resource and traffic from it to be illegal. It is worth noting that in the fight against illegal traffic, not only K management is involved, but also other authorities that will deal with various types of traffic. “Some people are engaged in the fight against extremism, and others are engaged in child pornography,” says Anton Kuznetsov.

    If the backbone operator refuses to block the source of pirated traffic indicated by the authorities, then there is a risk of losing the license for data transfer. In total, about ten trunk operators work in the Russian Federation, including Rostelecom, Megafon, Vimpelcom, MTS, Transtelecom - this makes it easier to send notifications of illegal resources.

    Interestingly, the Ministry of Communications, as recognized by the employees of this department, did not participate in the development of this proposal. This is an initiative exclusively of the Ministry of Internal Affairs, and more precisely, of the “K” Office. “Such decisions are made by the government - either according to its work schedule, which appears in August, or directly on behalf of the president. An order to the government to consider the possibility of changing the law may appear following a meeting of the security council, ”says Anton Kuznetsov.
