QutIM 0.3 nightly builds for Windows available

So, I finally set up the cross compiler and now I can do auto builds. QutIM builds will be done every day and are intended primarily for testing.

In addition, the OSCAR protocol has been significantly improved, the vkontakte protocol has been completely rewritten, it now works through Desktop.api, and many errors have been fixed in Jabber protocol operation.
