eBay. Lost purchase and refund for it

    Good afternoon, dear habrasociety.

Just a couple of hours ago I ran out of tyagomotin with one seller on eBay about a lost purchase. Ended in my favor, but not without surprise.
At the moment I have 99 stars on eBay and this is not my first purchase, which never fell into my hands, but not every one had to open a business.

I want to tell about this experience and similar cases.

In total, I did not receive 4 parcels - 2 from England and one from the USA and Hong Kong.

With the first, everything was quite simple. From England, usually parcels came to me in 5-10 days. And so, after 3 weeks, I asked the seller when he sent me the goods (because there were cases of delays in sending up to a week). The seller answered and asked to wait a little longer. After 2 weeks of sending, there was still no delivery, I informed the seller about this and he replied that he could return the money or send a replacement. I chose the money and everyone stayed with positive feedbacks.

The second time, communication with the seller was not so successful. They answered my second or third letter with a delay of several days. This time I acted the same way - 3 weeks after payment I specified the date of dispatch and, after a month, I notified the seller that I did not receive the goods. But since with such a pace of seller responses, everything could drag out for a long time, I opened a dispute in the eBay Resolution Center. The money was returned, but I did not manage to make a gift to my brother in DR on time :(

And in December last year 2 more cases occurred. To begin with, it’s simpler.
My friend and I decided to personally test the cleaning gel for the keyboard . The Chinese had a lot of offers, so they chose which of the cheaper ratings are better, paid, and wait. Parcels usually go from China for 2-3 weeks. Closer to NG, I, as always, specify the date of dispatch, just in case, but decide that due to the holidays I should wait at least 4 weeks, or even 5. But it’s bad - right after NG I receive a parcel from China with the goods ordered a week later than this gel. I informed the seller about this and he replied that if the parcel didn’t arrive in a week, he would return the money. After a week, the situation has not changed and here the seller begins to be mischievous. First he says that he will return the money, it takes 3-4 days and I ask "when?", To which I get the answer "in 2 weeks"(After 60 days from the date of purchase, it becomes very difficult to resolve such issues on eBay, not to mention the fact that it becomes impossible to leave feedback) . I climb into the help and find that the seller must return the money within 3 days after he promised to do so. I reminded the seller about this, threatening to open a dispute if he did not make a refund within 2 days. He returned the money, and then I bought the gel and have already received it from another seller.

And here’s the last thing ... A musician friend asked me to order a tremolo on eBayHe himself found, brought money and a motivating drink, but I could only order and pay, which was done. All this happened in early December and, by analogy with the Chinese order, I decided that before NG we are unlikely to get anything. After that, I began to clarify the situation with the shipment in more detail and the seller informs me that online tracking is often buggy on USPS, so I won’t be able to track the parcel. It was also not possible to find out anything on the Ukrposhta website, although I had not tried to check before, therefore I can not say anything about the adequacy of this service. In general, the seller begins to swear that they all sent and promises to deal with USPS. A week passes, to my question I again get the answer that they are still trying to figure it out. Total, from the moment of payment, a month and a half has passed. Another week goes on without change. I am already very uncomfortable with my comrade and, remembering the limit of 60 days, I decide to open a business. The seller asks for another week to wait. The total term is already five to two months, the seller is not responding to an open case, but he writes to me that I opened the case in vain - now they say we won’t find out anything, let eBay decide. Well, their initiative ... Resolution Center took up the matter.
After a week I get the answer:
    Refund information:
A refund of $ 57.45 has been issued to your PayPal account.
    Final decision:
This case has been decided in your favor.
    eBay Customer Support comments:
    “Case closed.”

Hurrah! Finally, all this tyagomotin is over. But a week passes, but there is no money. In the form of an appeal, I add to the case a message stating that I still have not received the money, to which I received a response from the Resolution Center, that this usually happens within 7-10 days. And today a letter came from eBay stating that they regretted that such a situation had happened with this purchase and they returned the money to me in the form of a discount coupon for the entire cost of this failed purchase. Those. Now I have a $ 57.45 magaskid for a one-time payment for one product and its delivery, the discount is valid for 5 years. Not quite what I wanted, but better than nothing.

I hope the above cases will be useful to someone, but simply interesting to someone.

Upd. Another letter came from the Resolution Center, in which they explain why they gave me a coupon, not money.
After reviewing your PayPal account I have found that you haven't
received your refund because you are in what PayPal calls a "send-only"
    country.

Please note: if you have received refunds before, it is because the
seller directly refunded them to your PayPal account through the
original transaction for the payment. The reason our refunds can't be
sent to you is because they are sent as a payment under a different
transaction, not as an actual refund.

Because the money was sent not by the seller, but by them directly, then this is not considered a refund and, in view of the features of the PayPal account, cannot be credited to it.
