Annotating Images

How does the administration look to slightly humanize the procedure for annotating images?

Problem: If I need to somehow annotate the downloaded image, then you can use the alt tag, but the problem is that such annotation is not explicit. Those. the user will not see a text commentary on the picture until he makes a hover.
