Those who followed the competitive publications of the Ministry of Communications and Mass Media already know that IT Co. won the bid of 30 thousand rubles in the five millionth competition for the development and implementation of electronic document management system based on open source software . The results of the competition and the business qualities of its participants were vividly discussed on Habré in the first part of the Marlezon ballet .
A couple of weeks after this enchanting event, a fatter competition of the Ministry of Communications was held, one of the lots of which is related to open source software and is a surprise! surprise! - to electronic document management. This time, the ministry decided to find a contractor to carry out work with the beautiful title “Development of system and technological solutions for creating an electronic document management system based on free software”. The ministry was ready to allocate 14 million rubles for such research work.
Having dispersed a little déjà vu and convincing myself that the similarity of the competitions is purely apparent, and that ordering the development and implementation of the system first, and only then research on the same topic is very logical, we are starting to study the tender documentation.

1.1. "Justification of functional requirements for the VEDO system."
Within the framework of this type of work, it is necessary: To
analyze the existing regulatory and legal acts and organizational and technical documents governing the operation of the VEDO system;
Conducting an analysis of domestic and world experience in organizing electronic document management systems of public authorities (hereinafter referred to as the UGA);
Development of recommendations on the minimum necessary list of information services of the VEDO system;
Development of functional requirements for the VEDO system, taking into account the interaction of public servants with internal and interdepartmental participants in the activities of the UGA.
1.2 "Justification of technical requirements for the VEDO system based on open source software".
As part of this type of work, it is necessary:
Analysis of existing solutions for the organization of electronic document management systems for public administration on the basis of international and domestic experience, including using solutions based on open source software;
Study of world and domestic experience of using open document standards in state document management;
Development of technical requirements for the VEDO system based on open source software;
Development of technical requirements for a typical civil servant workstation (hereinafter - AWS GS) based on open source software;
Development of technical requirements for network system services to ensure the functioning of the VEDO system;
Development of technical requirements for a system for converting messages from MEDO systems to a VEDO system (hereinafter referred to as the adapter).
1.3 "Development of recommendations on technical solutions for creating a VEDO system based on open source software and organizing the interaction of the VEDO system with the MEDO system."
Within the framework of this type of work, it is necessary:
Development of a methodology for choosing solutions based on open source software for use in creating a system of FEA;
Analysis of possible options for creating a VEDO system and development of recommendations for the selection of basic software platforms for its creation on the basis of open source software;
Development of proposals for organizing electronic interaction between MEDO and VEDO systems;
Economic analysis of the creation of a VEDO system based on open source software;
Development of a methodology for the implementation and maintenance of the VEDO system based on open source software;
Development of draft normative legal acts and organizational and technical documents governing the operation of the VEDO system.
1.4 "Development of experimental samples of the basic components of the VEDO system based on STR".
As part of this type of work, it is necessary:
Development of an experimental sample of a typical AW workstation;
Development of an experimental sample of network system services necessary for the functioning of the FEA;
Development of an experimental prototype adapter for converting messages from MEDO systems into a VEDO system.
