3G-Modem and Beeline

Recently I bought a 3G-modem from Beeline with a special tariff plan for the Internet. At first I used it in the Stavropol Territory and everything was fine, but when I went to study in the Rostov Region, I began to notice inexplicable things here. For example, only a few sites are opened through it, because google, Habrahabr (main page), and several others, while many others do not load into any. Have to use various proxies. This is a new joke from Beeline- "Go only to the right sites." Honestly, it starts to annoy me and I'm thinking of looking for another operator to access the Internet.
