Sorry to write here, but I'm just at a standstill and don’t know what to do, Google and familiar megashamans shrug:
- There is Windows 2003 Server 32 bit.
- from it it is necessary to transfer all users with passwords to Windows 2003 Server 64 bit.
- Pointdev Ideal Migration transfers users, but without passwords.

A solution would be:
- just transfer all users
- decrypt their passwords and drive them in with your hands.

Windows shamans help!

upd After a month. The solution was SamInside. x64 decided to demolish and put normal.
