Content filtering implemented in Belarus

    Oleg Proleskovsky, Director of the Information and Analytical Center under the Presidential Administration, proposes to introduce content filtering of materials from the Internet, that is, to block access to objectionable resources in Belarus using special filters. The official said this in an interview with the magazine Belarusian Dumka, published in the May issue.

    “In terms of organizational measures, it is necessary to talk about the so-called content filtering. That is, about a software tool with which users or administrators of local networks could block access from computers controlled by them to sites that contain information that conflicts with the current legislation or contradicts public moral standards, ”the head of the Information and Analytical Center believes .

    According to him, the state regulation of the Internet should include a set of legislative and organizational measures. “At the legislative level, it is first of all necessary to strengthen the responsibility for disseminating information on the Internet that is illegal. If such information appeared on any site, the administrator, the owner of this resource, as well as the provider should be responsible for this, ”Oleg Proleskovsky emphasized.

    Belarus has carefully studied the experience of Internet regulation gained by other countries, especially China. This is done by a specially created interdepartmental republican working group.
