The post publication time, as you know, can be specified in two forms - in relative and in absolute. If the creators of a site, especially a dynamic one, do not want to bother with time zones and user registrations, then the time is indicated simply - so many days / hours / minutes ago. Very convenient for everyone - you can immediately see how long the news / post has been published, and it is easy to watch the news for the last half day, day, any number.

If suddenly the time zone for a given time is somehow known from somewhere, then it is already easier - you need to count it in local time.
