The bill was introduced by deputies Vladimir Gorbachev and Valentina Ivanova. It is stated that the Government of the Russian Federation supports the adoption of the bill, noting the need for inclusion in it for the second reading of the rules providing an exhaustive list of grounds for refusing to register a communication network, as well as the maximum term for a decision to register a communication network or to refuse to register it.
