The bill on fines for circumventing blocking banned sites in the Russian Federation became law

Earlier this month, the State Duma in the third reading approved a bill that provides for fines for violating the law on anonymizers. The bill, among other measures, provided for the collection of fines from search engines that provide links to prohibited resources. So, those search engines that are seen in violation of the law, it was planned to be fined up to amounts up to 700 thousand rubles.

The bill, in addition to search engines, provided for fines for individuals and legal entities. The amount of the fine for the first is from 10 thousand to 30 thousand rubles, for the second - from 50 thousand to 300 thousand. Yesterday, Vladimir Putin signed a law on fines for publishing links to websites blocked in Russia, as reported on the website of the President of the Russian Federation.

Thus, operators of search services are now responsible before the law for providing users with links to sites that are blocked in the country. A penalty can be obtained for providing users with domain names and page indexes of blocked portals or their “mirrors”.

The signed law is also relevant to VPN services and anonymizers. The Federal Law “On Amendments to the Code of Administrative Offenses of the Russian Federation” will enter into force 90 days after signing.

Well, two weeks ago, Vladimir Putin signed a decree on the creation in the Kremlin administration of a department for the development of information and communication technologies and communications infrastructure. At the same time, he left the post of adviser to presidents on the development of the Internet Herman Klimenko.
