In July 2018, the Russian Federal Anti-Monopoly Service submitted to the government a “road map” for the development of competition for 2018–2020. The most interesting proposal of the FAS: to adopt by April 2019 a law on the mandatory installation of domestic software on all smartphones in Russia - Russian browsers, mail, audio players and other applications. At the same time, this law obliges manufacturers to provide for the possibility of removing any pre-installed applications other than service ones.
Now FAS has published a plan for the development of competition in the field of information technology . It confirms and consolidates the preliminary "road map". Act really develop by April 2019. The development is entrusted to the FAS, the Ministry of Communications and Rospotrebnadzor.
In the commentary, RBC information was confirmed by the head of the FAS Communications and Information Technologies Regulation Directorate, Elena Zaeva: “Currently, work is underway to form working groups at the FAS Russia expert council on the development of competition in the field of information technologies. Including a working group will be created, which will be engaged in the preparation of proposals on the pre-installation of software and its complete removability (with the exception of service applications), ”she said.
