King of discs Nikita Mikhalkov prepared his own version of anti-piracy legislation

    The Russian Union of Rightholders (RSP), whose council is headed by an odious figure Nikita Mikhalkov, is ready to end Internet piracy. This organization, which collects royalties from manufacturers and importers of audio and video equipment in favor of copyright holders (the famous tax on discs ), offers a similar model for the Web.

    At disposalRBC turned out to be a draft amendment to the Civil Code of the Russian Federation (Civil Code) "in terms of improving the circulation of intellectual property rights in information and telecommunication networks." The document, according to two sources of RBC - in the government and in one of the relevant associations, was prepared by the RSP with the personal participation of the president of his council, film director Nikita Mikhalkov, and in the near future, the draft amendments can be submitted to President Vladimir Putin. A source close to the RSP confirmed that the organization has its own position on the issue of Internet piracy. The Union’s press service has not yet responded to a request from RBC.

    In the Civil Code of the Russian Federation it is proposed to introduce the concept of "global license to use a work of science, literature and art." A state-accredited organization for managing rights on a collective basis will conclude licensing agreements with everyone, according to which the licensee will receive the right to reproduce works on electronic media, “including recording in computer memory,” and bring them to the public.

    Rightholders will receive remuneration for the use of their works under the terms of a global license from telecom operators "providing services for providing access and data transfer in information and telecommunication networks." The collection of these funds will be carried out by an organization authorized by the state. The size and procedure for such a fee must be approved by the government.

    It was also proposed to create a publicly accessible register of works. What this system will be, the government must also determine.

    It is planned that if this bill is submitted to the State Duma and adopted, then amendments to the Civil Code of the Russian Federation will come into force already in January 2015.
