A holy place is never empty: developers submitted their first applications for inclusion in the Russian Software Registry

    on January 11 it was reported that the section “Unified Register of Russian Programs for Electronic Computers and Databases” was opened on the website of the Ministry of Communications . Then the registry was empty - neither the software entered into it, nor applications for entry were there. But the application form on the site was.

    Yesterday it became known that the first applications still arrived. On January 13, the first meeting of the expert council on Russian software was held at the Ministry of Communications and Mass Media, at which these applications were considered. The ministry said that more than a hundred applications have already been submitted through the registry operator’s website since the beginning of the year.

    As a source familiar with the course of the meeting told CNews, about half of the first ready-made applications relate to products“1C” (“Accounting”, “Theater”, “Museum” and electronic textbooks were called). The developer plans to include about 600 products in the registry.

    Five more applications came from New Cloud Technologies. The Council will soon consider applications for MyOffice products , which it plans to begin selling through distributors in February 2016: Standard, Professional, Mail, Private Cloud, and Storage.

    Of the other well-known companies whose applications are moving to the review stage, the source recalled Raidix .

    Attempts to sell applications for inclusion in the registry of domestic software of any localized products of Western vendors have not yet been recorded.

    The Association of European Businesses previously requested the inclusion of localized foreign software in the created register of domestic software . The largest foreign IT companies represented by the Director General of the Association of European Businesses ( AEB ) Frank Schauff requested to postpone the date of entry into force of the law from January 1 to July 1, 2016.

    SAP CIS CEO Vyacheslav Orekhov notes that localization of production in a company means "procedures for transferring the process of creating software to Russia: development, training, service support and data centers." “Specific criteria in order to consider a company or product localized should be defined in the dialogue between the business and the regulator,” he said. So far, the dialogue has failed.

    The meeting of the Council for the consideration of applications was held by the head of the Ministry of Telecommunications and Communications Nikolai Nikiforov. In addition, representatives of the Ministry of Defense, the Ministry of Industry and Trade, the Ministry of Finance, the Pension Fund, the Federal Antimonopoly Service, as well as the Federation Council, development institutes and industry associations of software developers participated in it.

    Decisions of the expert body are taken by a simple majority of votes of its members participating in the meeting, including remotely. In case of equality of votes, the vote of the chairman is decisive. “The basic condition for the work of the council is that officials, representatives of departments cannot have more than 40% of the vote, while representatives of the IT industry - those in whose interests the reform is being implemented - must have at least 50% of the vote. We estimate the order for IT products and services at the level of federal authorities at 80 billion rubles, the regional and municipal IT government orders amount to the same amount, ” Nikiforov told CNews.

    The law obliging government agencies from January 1, 2016 to submit written arguments for the purchase of foreign software was signed by Russian President Vladimir Putin at the end of June.

    Starting January 1, 2016, the state customer will have to argue its choice in favor of foreign software if its Russian counterparts are in a specially created register of domestic software. The software must belong to the state, municipality, Russian non-profit organization or company with a share of Russian beneficiaries of more than 50% - this is the main criterion that allows us to consider the software domestic.
