AKOS investigated tender policy: agencies began to participate in government tenders more often and send applications more selectively

    The Association of Public Relations Consulting Companies (AKOS) interviewed companies about tendering. Agencies have become more selective in filing applications, participating in government tenders more often, and less likely to agree on the free development of creative solutions. The number of unprofessionally executed purchases has decreased.

    In 2011 and 2012, 80% of agencies participated in government tenders, in 2014 the figure increased to 92%. All respondents submitted documents for participation in tenders of commercial structures.

    In 2014, 36% of respondents received from thirty to fifty invitations to participate in tenders, 35% received more than fifty invitations. In 2012, more than fifty invitations were received by 45% of PR managers, AdIndex writes .

    47% of agencies competed for winnings thirty to fifty times, 38% participated in tenders less than twenty times. 15% participated in more than fifty tenders. The head of the AKOS Committee on Tender Policy, Olga Dashevskaya, noted that agencies have become more discriminating.

    In 54% of cases, the agency developed and submitted proposals in less than two weeks. In 23% of cases, the deadline for preparing documentation was up to five days.



    Customers are less likely to demand free development of creative solutions, and agencies are less likely to agree to such conditions.





    PR specialists to the most important factors for inviting them to take part in tenders consider successful experience in working with the customer, the “big name” of the company and the recommendations of colleagues, and clients talk about the experience of similar projects, proactivity, low price for services, sympathy and trust in the agency and AKOS membership and / or RASO. Clients are less likely to pay attention to their place in the rating of communication agencies, the “big name” in the services market and recommendations.

    The number of unprofessionally prepared tenders has decreased: in 2011 there were 33%, in 2012 - 24%, in 2014 - 17%. One of the reasons for the loss, experts call the fictitious tenders.
