The Central Bank instructs nationally significant payment systems to switch to Russian technologies

    The Central Bank of the Russian Federation is working on a project ordering nationally significant payment systems to use domestic software and hardware.

    Nationally significant systems, for example, are Unistream , Close , Best and CONTACT . The register of the Central Bank contains 18 such systems. Payment systems Western Union, as well as global payment systems Visa and MasterCard , Zolotaya Korona and OPC are not included in this list. The register of nationally significant payment systems includes payment operators capable of operating in Russia without making a security deposit.

    The Central Bank plans to use Russian developments in money transfers for both non-cryptographic information protection systems and cryptographic ones.

    Director of the National Payment Council Association Maria Mikhailova believes that innovations will cause big problems for owners of payment systems. They will have to replace debugged and time-tested software and hardware with Russian developments that they have never heard of. Mikhailova doubts that there are any worthy Russian analogues of foreign developments on the market.

    Nikolai Smirnov, chairman of the board of directors of the Golden Crown, notes that de facto payment systems will have to install two sets of software and hardware - for operations within Russia and for cross-border operations. After all, the requirements of the Central Bank now do not coincide with international requirements for information security.

    The general director of the Best payment system Zara Srapyan believes that introducing new technical means will be very expensive. According to some representatives of payment systems, it will be much cheaper to abandon the status of a nationally significant system than to completely change the entire IT infrastructure.

    The Central Bank project is still under development and will be discussed with market participants. The Central Bank received an order to develop new requirements from the Security Council of the Russian Federation.
