But there is one law that all subscribers of mobile providers will unequivocally approve.

Starting tomorrow, May 1, 2014, Federal Law No. 229-FZ “ On Amendments to the Federal Law“ On Communications ” enters into force .
What is he talking about?
Its text, as usual, is a bit blurry and not entirely clear, but I will try to explain how this will affect real subscribers.
Starting May 1, you, habrazhiteli, as subscribers of a mobile operator, have the right to create a separate personal account from which funds will be debited if a call is made to the content service number. A call should mean both a call and SMS, switching to a paid page on the network, mobile subscription, etc. In general, any action related to content providers.
You can create a LAN for content services by contacting the office of your telecom operator and, possibly, via the WEB portal for the subscriber.
If you make a call to the content service if you have a separate LAN for the service, the funds will be debited from it. If there is not enough money on it, theoretically, services should not be provided.
If there is no separate drug, the funds will be debited from the main account.
Also, it is not yet clear how the procedure for crediting funds to a separate account will be carried out. Most likely at the time of launch it will be possible to transfer funds from the main account via USSD. Perhaps later, an additional option will appear in the terminals.
Summary
Starting from May 1, it’s definitely worth coming to the office of your mobile operator and creating a separate account for content services.
The law is uniquely positive for the subscriber. The only visible minus is that the revenue from the sale (or sale of mediation) of content services will fall, and this may affect the cost of non-content current services.
