Russian Post invites private carriers and implements GLONASS



    The deplorable situation with the delivery of goods and correspondence through the Post of Russia is well known to everyone. Almost everyone had to wait for a parcel from an online store for 2-3 months instead of the prescribed 2-3 weeks.

    The new management of Russian Post has resorted to an extraordinary way to unload warehouses and expedite the delivery of correspondence. They decided to outsource some areas, that is, to hire external carriers. Perhaps the work of private companies will help rectify the situation.

    The company will hold a special competition at which 77 trunk and 122 intra-nodal routes will be played, an interview said today.RBC Daily, Deputy Director General of Russian Post Alexei Skatin, who now coordinates the work of the Federal State Unitary Enterprise in the field of logistics.     “All road transport carried out by our company can be conditionally divided into two categories - this is transportation by our own and hired vehicles,” said Alexei Skatin. “The Russian Post owns large-capacity trucks for regional routes, but the bulk of the fleet is still small-tonnage transport, which delivers from post offices to offices. In total, our postal fleet totals about 15,000 units. ” According to him, the management of the Post has no goal to replace its own transport, and the tender, which will soon be announced, should attract third-party companies to cooperation.

    Several Russian road carriers are currently working at Russian Post. Contracts with them end in December, after which they will be able to take part in the competition along with other applicants. Now the Russian Post trucking services are provided by Pek LLC, Pervaya Transkompaniya LLC, Lorri OJSC, Voronezh-Avto LLC.

    Each lot is a direction from point A to point B. Whoever offers the lowest fare along the route and meets the requirements is the winner. “There is no ceiling on the number of participants in the competition, I think that we will be able to attract several dozen companies,” says the new manager.



    “I think that later we will make a prerequisite for the presence of GLONASS sensors in each involved machine, so that in the future it will be possible to connect all the machines to our single dispatch center,” notes the Deputy Director General of Russian Post. Probably, in this case, each user will be able at any time to see the location of the parcel, even if it is in the back of a moving car.

    PS Most likely, in December 2013, the law on the corporatization of Russian Post will be submitted to the State Duma for consideration . The sale of shares will bring several billion dollars, which are used to cut the modernization of the enterprise.
