A bit about Russian business of Scartel

    Iota is now one of the main newsmakers in the market of telecom operators. This is, of course, connected with the murky story of receiving and taking frequencies. I would like to share some articles and my opinion.

Yes, everyone knows that mobile operators cut down cell towers without waiting for permission. In this case, paying a fine is more profitable than not including the connection. But still, some facts speak for themselves.

    We have the sensational order of Roskomnadzor under number 510. Moreover, according to various sources, this order is dated April 27, 2010 (it is easy to google in news feeds), or July 27, 2010 (see article). What is interesting is the first date. If the order is indeed dated April 27, 2010, then it invalidates the permission to use radio frequencies or radio frequency channels dated May 4, 2010 . Did the ordering officials foresee that Iota would receive frequencies on May 4? Unfortunately, it is worth noting that the website of Roskomnadzor is silent on this matter .

    Another point that at least indirectly shows that Iota licenses were issued (or extended?) Through the stump deck. Take license number 67898. On the site of Iota, the start date for the provision of services is May 11, 2010 . On the website of Roskomnadzor, we have a different term - November 11, 2010 . If this was an extension, then it was done quietly, like everything that is happening inside Scartel. But, given the fact that there is a state corporation in the shareholders of Scartel (I think we all know how state-owned corporations and other spin-off state structures resolve issues), we can assume that this is an ordinary bureaucratic mess. But I want to believe in the best.

    What to do?


    Further, the opinions of telecom analysts and experts diverge. I am inclined to agree with some statements.

    • Iota will be able to launch the LTE network. In Russia, all issues are resolved. Will Iota be an All-Russian LTE operator? Unlikely. Even the numbering capacity of 1000 numbers still does not mean anything.
    • All the actions that Iota is now taking are aimed at selling themselves more expensively. Attracting new investors to build the LTE network is a practically impossible task.


    Well, in conclusion I will say. Everything that Scartel is doing now, I do not approve. It seems to me that there is still time and opportunity to turn in the other direction and move in the right direction. I don’t know where. But not to the side “we’ll take it right now and will build LTE faster than anyone else, as WiMax is the fastest built” Moreover, the investments of the state-owned Russian Technologies Corporation in Scartel are essentially our investments with you. This people earned the money that Russian Technologies invested in Scartel. And we do not need the next drilling rigs for VTB.
