Social outlets will be installed for free in all new buildings and houses after major repairs, and also upon request. Optical fiber will be connected to each such house, Oleg Tarasov, representative of the MGRS, said. According to the decision of the mayor of Luzhkov, by 2015, 1.76 billion rubles will be spent on the project, including 1.52 billion rubles from the budget of Moscow.
MGRS plans to lease channels to other operators if they agree to provide basic services for free, Tarasov said.
