Foreign or domestic hosting for Russian-language projects?

So there was a need to choose a hosting for a site oriented to Russia, Ukraine i.e. Russian-speaking audience.

I looked at what they write about Russian hosting - I want to spit. I looked at what they offer and at what prices - I wanted to spit even more :)

Then I decided to look at what was going on at the comrades over the hill. Liked: bluehost.com, hostmonster.com. Unlimited disk space, the number of domains and a bunch of other joys. Prices are 2-3 times lower than domestic prices.

I thought hard: is it worth taking a foreign hosting for Russian-language projects or is it still ours?

UPD: what is the speed of access to pages if the project is on a foreign site?
