AdWords and the commission of Russian banks (for example, VTB24)

    When paying Google Adwords invoices issued in rubles using a Visa ruble card issued by VTB24, a commission is charged (approximately 2-3%):


    When contacting Google support, the following clarification was received:

    “When I paid Google, I received the amount from your card 2128.72 rubles.

    Our experts have identified the cause of the discrepancy. Google deducts funds from your card in rubles. Obviously, the card issuing bank converts the amount in US dollars or Euros and withdraws the commission for such a service. The difference between the amounts of 2128.72 rubles and 2178.05 rubles just makes up the commission that your bank charges.

    You do not have to pay a commission, as bills are issued in rubles and paid by you in this currency. Therefore, you need to contact the card issuing bank to clarify the conversion situation. ”

    What should I do? Who is right? Google or VTB24?
    I filed a complaint with VTB24, because I trust Google more, but still there are some questions. Does Google operate through a Russian bank (legal entity in the territory of the Russian Federation, for example, Citibank), or foreign?
