FAS Russia did not find aggression in the advertising campaign of the mobile operator TELE2 in Komi

    The expert council of the Russian Federal Antimonopoly Service did not find aggression in the advertising campaign of the mobile operator TELE2. This was reported to KomiOnline in the department.

    Recall that with the filing of Komi, frightening TELE2 advertisements could be banned throughout the country if the FAS Russia saw hints of aggression in it.     According to Tatyana Mikhailova, deputy head of the FAS for Komi, during the consideration of the issue, it turned out that advertising is being broadcast today in several regions of Russia and the likely defendant in the case, Video International, is located in Moscow. This was the reason for the transfer of the proceedings to the federal level. “In addition, the case is related to issues of ethics, psychology, in order to prove violations, expertise will be required,” she said.

    Nevertheless, after watching an advertising video shot in the genre of a parody of the famous film “The Godfather”, the council experts did not find an aggressive connotation. As you know, according to the plot of the video, bandits threaten to throw the hero out of the window of a skyscraper, drown, push him into the safe, if he does not replace the mobile operator. Most of the experts did not see explicit and demonstrable calls for violence and cruelty, as well as for committing illegal actions in the video, but they became interested in the persistent call for a change of operator. Thus, the expert council recommended that the FAS Russia check this advertisement for the contents of incorrect comparisons with other mobile operators.

    At the same time, according to the press service of the UFAS in the Chelyabinsk region, the arbitration court of the region on April 4 upheld the decision of the department to recognize advertising “TELE2: always cheaper!” unreliable. The first decision on this issue was made by Chelyabinsk OFAS on June 26, 2006 at the request of Mobile TeleSystems OJSC, which was subsequently joined by VimpelCom OJSC (Beeline trademark), CJSC Uralsky GM ES (MegaFon), as well as Uralsvyazinform (Utel). TELE2 noted that under the slogan “Always cheaper” one of the tariffs was promoted, however, during the course of the case it turned out that advertising of other services was distributed with this motto.

    As specified by the FAS Russia, now all documents, including a copy of the decision of the Chelyabinsk OFAS, have been submitted to the St. Petersburg territorial agency, which will continue to work in this direction. The body will have to determine the advertiser, and if it is established that the advertisement contains an incorrect comparison, an order will be issued to cease its broadcast throughout Russia.
