"Electronic Russia" increased funding from the state budget
More than 13 billion rubles from the federal budget will receive the Electronic Russia program from 2007 to 2010. In addition, the Russian government approved a new edition of this federal target program (FTP), reports Prime-Tass .
The program, prepared by the Ministry of Information and Communications, has been adjusted to meet new challenges and aims to create an "electronic government". It is assumed that its financing will now be carried out in the required amount. From 2002 to the present, financing of Electronic Russia did not exceed 25% of the required amount.
The planned amount of funds, as mentioned above, is 13 billion rubles. However, according to the calculations of the Ministry of Communications, the socio-economic and budgetary effectiveness of the program in the period from 2007 to 2010 may amount to about 74 billion rubles.
In 2007, it is planned to allocate 2.8 billion rubles from the federal budget for FTP events. Its main tasks will be: ensuring effective interagency information interaction, building a unified information vertical for public administration, increasing the availability of public services for the population and organizations, increasing the level of professional training of government officials in the ICT field.
The new version of the program reduced the number of government customers while significantly increasing their authority and responsibility regarding the implementation of the program plan. The state customer-coordinator is determined by the Ministry of Information Technologies and Communications, and by the state customers - the Ministry of Economic Development of Russia, Rosinformtechnology, the Federal Protective Service of Russia and Rosobrazovanie.
From the implementation of program activities, they expect a 10 percent increase in the efficiency of budget expenditures - those that went to the introduction of information technologies in the activities of public authorities. The labor costs of these bodies for the exchange of interdepartmental information will decrease by about 25%.
