Roskomnadzor seems to have divided the discharge into two parts for conspiracy
The creators of one of the largest proxy TgProxy for Telegram revealed the details of Roskomnadzor’s new IP blocking strategy. It seems that the regulator takes countermeasures against those who track the upload and quickly change the IP-address. In a matter of minutes after the update from Roskomnadzor, fresh unloading is laid out on Github. Changes are promptly posted by telegram bots like @rknshowtime . This data is used by Telegram itself, and various proxies to bypass blocking.
Information leakage to the public occurs through individual small operators who receive the unloading of the ILV - and immediately publish it for the common good.
So, now Roskomnadzor began to apply new tactics. Instead of the same unloading for all operators, apparently, there are now two types of unloading published: one for large (main) operators like VimpelCom with more blocked IP addresses, and the second unloading for small operators, it merges into public.
As an example, several IP addresses are given. Examples of addresses that are not in the “for all” download are not available on the official website of Roskomnadzor, while they are not available through major operators:
