A free program called Cellular Data has appeared in the Windows Store mobile app store . It provides mobile Internet access regardless of contracts with mobile providers. As follows from the description, for the program to work, it is necessary to use a special SIM-card from Microsoft and a mobile version of the Windows 10 operating system.

It is assumed that users will pay for Internet access using their Microsoft account. It is not yet specified in which countries and at what price a similar service will be available.

Apparently, Microsoft is going to become a virtual mobile operator providing data services over leased cellular networks.

A related service is already offered by Apple for its tablets. The Apple SIM card makes it possible to change the mobile operators whose services the user wants to work with at the moment.

Virtual mobile operators operating at capacities leased by existing providers, but with their tariff plans, began to appear in 2000. The first to do this was Tele2, based on the Danish provider Sonofon. One of Virgin's divisions, Virgin Mobile, became the first virtual operator in the UK.

In Russia, there are currently three dozen virtual operators based on the capacities of the Big Three and some regional providers.
