Laws and projects that will change the face of Russian IT. Part III. Final?
So part one and two came out. But events are developing so rapidly that in just three weeks a number of projects that I discussed earlier here on Habré, as well as on other resources, have already been adopted in the first reading: the most prominent of them are the "law" on VPN and a project of the same kind about messengers .
Most surprisingly, the Ministry of Internal Affairs, Rospotrebnadzor, and most importantly the Federal Tax Service, have already adopted an order on the possibility of blocking a VPN (and it looks even cooler than the white list of Roskomnadzor ). And this despite the fact that no one canceled the three readings and the signature of the President (and, yes, the entry into force). Gigtims is already under discussion .
It should be noted that this happens against the background of this law, which has already been signed .
According to the law, according to the incoming information, the Ministry of Communications of Russia makes a motivated decision to recognize the site as a copy of a blocked site and sends this decision to the owner of such a site and to Roskomnadzor to take measures to restrict access to a copy of the blocked site, which will be carried out out of court
That is, blocking Internet resources for all vectors is the most important of the unsolved problems (do you need quotes?) In the largest country in the world in area?
Few people have paid attention lately, but actually exactly from the same opera, or, call it what you like, the so-called online cinema law . After all:
- Online cinemas must register ... at ILV
- For violation of ILV requirements - they can be covered
- Terrorism is evil, it does not need to be shown
And yes, control over everything and everything - now not only through online cash registers , but also online in general. And cash desks - from 01.07.17 entered into their possession. But, it’s true, 1/3 didn’t learn more about this innovation at all: it is still difficult to purchase cash registers , while the Federal Tax Service only does what it writes letters.
In this regard, it’s very strange for me personally to read that in Russia the “first” law on cryptocurrencies (and then also on ICO, mining, etc.) will be adopted. It is also strange because, ostensibly, there will be no taxes for this area on the project . Maybe. At the beginning. Not for long. After identifying all possible schemes, taxes will be introduced with a vengeance, as was already the case with electronic money , e-commerce and many othersspheres?
And the most important thing: in each sphere there is one strictly defined trend - the monopolization of a specific industry, be it e-commerce (where, for example, enlargements in the sale of household appliances have reached universal proportions, but there have been no profits), taxi, retail, or something else, say messengers.
The desire to subjugate the latest O.S. Communication is very strange, given how these very OSS have been developing their own technologies for many years (more detailed here , here and here ).
Everything is done in a hurry: firstly, in order to have time before the holidays , and secondly, in the summer it is easier - citizens have other concerns.
not about that: all these laws, one way or another, are a violation of the principle of prohibition of censorship. And, as I wrote in previous posts, it will be harder and harder to circumvent such taboos, and thereby, traffic to resources that are important for someone specifically will be less and less.
Perhaps, in this way both houses of the Federal Assembly create, albeit purely artificial, all the conditions for the evolution of those for whom the politonym is Russians? Whatever it was, but in my opinion - unbridled fun ended. For everyone: is it time not only to look towards the uncensored blockchain, but to follow further? .. True, I don’t know where: they say, the Constitutional Court is less and less open for one of the forms of its decisions (aka - Definitions)?
