Of the 178 Russian technology parks, only 6 are “right”

    The Moscow government wants to bring the total number of technology parks to fifty. To this end, ordinary business centers are given the status of an industrial park. Who benefits from this? What should be the “right” technology park? Does the number of technology parks affect the investment attractiveness of the Russian economy?

    The company "Motek-C" , specializing in industrial refrigeration, bought an abandoned industrial area in the north-east of Moscow 15 years ago and built a business center "It is gratifying."

    “For our company, the creation of an industrial park is a spontaneous story. We focused on our needs, but it turned out that such a symbiosis of services: a warehouse, after-sales service and good engineering solutions - is needed not only by us, ”says the head of Motek-Ts Alexander Rubin. Later, Motek-Ts, together with the Lighting Technologies company, began to build a new line of the technopark.

    “The best IT companies need offices that are superior to Class A standards . Specialists of such structures are worth their weight in gold, and they work almost round the clock - you need beautiful rooms, good ventilation, gyms, showers, rooms and nannies for children, ”Rubin explains.

    Over the past ten years, 1.3 billion rubles have been invested in the creation of a business center. In June of this year, Otradny received the status of an industrial park. Resident companies received benefits for renting and paying income tax (13.5%). In the next ten years, the Moscow authorities will invest in the project 370 million rubles in the form of tax benefits.

    In addition to Otradnoye, several private business centers received similar status this summer: Photonika on Schelkovo Highway, Temp Radio Plant in the Southern District and Elma in Zelenograd, and Technospark in Troitsk in New Moscow . Together with Skolkovoand Moscow (the territory of the Moskvich plant) in the capital are now 17 technology parks. To become a truly innovative capital, technology parks need at least five dozen, city officials believe.

    “No one had absolutely no understanding of what a technopark is, why it is needed and what place it occupies in the commercialization system - nobody answered such questions at the state level,” recalls Andrey Shpilenko, director of the Association of Clusters and Technoparks.

    By world standards, the technopark is a developed and heterogeneous infrastructure, thanks to which a start-up high-tech company can get all the necessary services and conditions for starting a business, including tax breaks, professional expertise and more. As a rule, business incubators, collective use centers, and laboratories work at such sites.

    Russian “organizations calling themselves technology parks”, as Andrei Shpilenko emphasizes, only in 10% of cases “provide all the necessary services: business acceleration, mentoring support, raising money”, and only 5% provide the necessary infrastructure to their tenants. According to the association, out of 178 of our technology parks, only six ( Novosibirsk , Mordovia , Sarov ,The High-Tech Technopark in Yugra, the IT Park in Tatarstan and the Zhigulevskaya Valley in Samara fully fulfill their direct function and were able to pass the appropriate accreditation. Other organizations believe that the technopark is just a development project, within the framework of which modern office buildings for IT companies are being built.

    According to the Association of Clusters and Technology Parks, in Moscow there is not a single “right” technology park. Is that Skolkovo, but he lives by his own rules (prescribed in the Law on the Skolkovo Innovation Center). Otradnoye is a completely successful private project, but it cannot be called a technology park: it is not designed for the innovative development of small enterprises and works only with large corporations, providing them with all the necessary infrastructure, Kommersant writes with reference to the publication Money.

    “Although GOSTs for technology parks have been adopted this summer, but with a great desire, the title can even be given to a brothel - there is not a single point in the legislation prohibiting this,” admits Andrei Shpilenko. Meanwhile, according to the association, the creation of technology parks since 2006 has already taken about 60 billion rubles of public funds. 2.9 billion rubles were spent on the creation of an industrial park in Kazan from the federal and regional budget. According to the Association of Clusters and Technology Parks, the construction of a technology park is about the same amount and should cost. Kazan IT Park is one of the few accredited technology parks. Moreover, the project really became successful and five years later it reached self-sufficiency.

    The Moscow authorities give the status of technology parks, including private successful projects. But to reach the declared figure of "50", the remaining private projects are not enough, and the construction of new technology parks takes a lot of time.

    “Our economy is lame, because between its three very important components - school, science and industry - we have a huge gap, there is no conductive infrastructure. Technoparks should become such infrastructure. But this does not mean that to increase investment attractiveness we should invest exclusively in their construction. There are many other unsolved problems that hamper our innovative development, ”notes Andrey Shpilenko.
