Russian Post is developing a national email

The draft law “On Postal Communication”, which has already been prepared for the second reading of the Ministry of Communications and Mass Media, provides for the development of the state-owned electronic postal system (GEPS) “Russian Post”. The bill also says that Russian Post also receives the right to use this system, Vedomosti writes . The owner of the GES and software rights, which will be written in the process of creating the system, is the Ministry of Communications.

According to the concept of the development of postal services in the Russian Federation, which was developed by the department, by 2020, about 40% of letters from government bodies will be sent electronically via the GES. At the same time, the proportion of citizens who use the system should be about 60%.

Russian Post has already developed this system, having spent about 150 million rubles. To ensure the operation of the GES, the capacities of the data centers of the Russian Post will be used, according to a representative of the Federal State Unitary Enterprise.

Starting in November 2015, it is planned to launch a pilot project in the Moscow region. Starting from the middle of next year, it is planned to launch GEPS for all categories of users - both for authorities, legal entities, and individuals. For authorities and organizations with state participation, the use of such a system will be mandatory. Citizens can work with GEPS voluntarily. Work with state email will be free for everyone. In this case, it will be possible to convert emails to paper, delivering them to a physical address.

GEPS will also play the role of a money transfer system. True, it is possible to carry out on-demand money transfers at the Russian Post offices now.
