Russia is a state of IT specialists, freelancers and entrepreneurs

According to RAEC , the total size of Internet-dependent markets, including Internet access, investments in Internet companies and electronic B2B commerce amounted to more than 4.3 trillion rubles, which is comparable to 6.9% of Russia's GDP. At the same time, the volume of content and services markets amounted to 563 billion rubles, and the market of electronic payments - 268.7 billion rubles, which in total is approximately 1.3% of Russia's GDP in 2012. Which exceeds the speed of the same Gazprom and other producers. This is a key moment that can change the whole political situation in Russia. And these are only official figures, the shadow Internet economy is most likely several times higher in terms of turnover.

To begin with, we ask ourselves, why not all businessmen, IT people, and freelancers (to simplify this social and economic group, I will call it the "IT community") not create their own state? After all, the secret services in the spike with the oil and gas sector at the time it happened.

To answer this question, you need to look at what the state authorities have done and are doing in today's Russia (I will call it “the special-oil-and-gas elite” for simplification) and what it should have done, as well as its relationship with the “IT community”.

Consider what functions the state should perform.

The state must have a good financial system. During their reign, the special-purpose oil and gas elite completely tied the ruble to the export of raw materials in dollars and euros. Those. made the currency backed by raw materials and dependent on foreign currencies. Bottom line: constant inflation, devaluations, and the threat of default.

Whatever system the IT community could create: there are many options, from a decentralized electronic currency like Bitcoin to a non-cash system like Cybersin. In any case, it would be smart money "smart-money" and a smart system. The money would be provided with products and services of the IT community, i.e. goods with high added value, which would make the currency solid and attractive for settlements with foreign agents. For example, programming for foreign customers would be paid for with our smart-money currency. In view of the constant growth of the IT market worldwide, the currency would become reliable. And due to the fact that the issue of currency would be automatic and provided with a specific product or service, inflation would fluctuate around zero.

Of great importance to the state is the system of production of material goods. Spetschin-neftegaz elite during its reign in Russia eliminated most of the production, especially high-tech production. And the remaining factories were mothballed in their technological backwardness, paying subsidies to backward industries in exchange for loyalty to it. As a result, everything that is produced in Russia is produced contrary to the system or with a colossally low labor productivity for the 21st century, so most of the material goods are imported from China, the EU and the USA.

And here is what the IT community will do with production when it comes to power. Representatives of the IT community, only by virtue of the specifics of their work, always strive to automate and robotize any processes, both online and offline. Therefore, the IT community would begin to set up robotic production and automate existing ones to the maximum. And also actively developed additive industry (i.e. 3D printing). This will lead to the export of surplus material production.

The state should provide good education and medicine for its citizens. What has the special-oil and gas elite done in this direction? Due to its low redistribution of nature, the special ranks of oil and gas elite do not need smart citizens and in their large number. Therefore, the state they built does everything to make education and medicine worse from year to year. The main slogan for education at the current ministry is to create a highly qualified consumer. Bottom line - life expectancy in the country on average fell sharply compared with the indicators of the USSR. The educational crusts of Russian universities are not appreciated by anyone, not only abroad (they need to be confirmed, in contrast to USSR diplomas), but also in the country itself.

The IT community's view of education is the most progressive. The Internet is full of useful free high-quality courses, not only in programming, but also for other professions. Many webinars, many trainings on business, psychology, personal life, etc. via the Internet and offline meetings. The IT community would be able to develop an education program across the country, including the most advanced courses of various knowledge, as well as combining offline and distance education. Most representatives of the IT community are very informed people, they try to monitor their health and diagnose diseases. In addition, there are already diagnostic devices the size of a USB flash drive analyzing everything down to the DNA. These flash drives transmit information via the Internet to the diagnostic center. With a mass policy for diagnosing diseases, people will be healthier, will lead a healthy lifestyle, seeing every day the results of diagnosis, depending on their behavior. A prevention and diagnosis system with an information center could significantly reduce people's spending on drugs and hospitals. The result is that there would be more truly smart and educated people in the country who could get a good job and be full members of society at a lower cost for the education itself by the IT state. Medicine was more diagnostic and would have prevented the disease, which would have made it much cheaper. And if you brought your body to a disease, then go get treatment for money. A prevention and diagnosis system with an information center could significantly reduce people's spending on drugs and hospitals. The result is that there would be more truly smart and educated people in the country who could get a good job and be full members of society at a lower cost for the education itself by the IT state. One of the main functions of the state is the administrative function. Officials elected by the people in senior posts should send lower officials to do the will of the people to improve the village, city, district, region, and in general the administrative subject. I will not talk about the "merits" of the special ranks of the oil and gas elite in this direction, they are visible to everyone. Starting from the elections and ending with utilities and roads. Bureaucracy, instead of fulfilling its functions, has become inherently a parasitic subject, living off kickbacks and bribes. In such a system, even the best of intentions descending from above turn on the ground at best into imperfections, at worst into simulacra.

IT communications have methods for solving the problem of administering entities. Firstly, these are open electronic elections to local councils so that no one doubts that the chosen candidate really reflects the will of the people. Secondly, the development of self-government. This is the creation of smart homes with zero energy consumption, this is electric cars on good roads. This is the decision of the residents themselves to which company to apply for the execution of housing and communal services. Thirdly, it is decision-making automation (a system such as Cybersin), it is an automation of public services. The introduction of these technologies allows sending up to 90% of officials on dismissal and retirement, which will reduce the distance between selected officials and the people, and at the same time reduce the level of corruption by orders of magnitude thanks to transparency, public control and the reassignment of most decisions to the automated management system.

The state must have a strong army. What happened to the army under the rule of the special-oil-and-gas elite? The army turned into a gathering with antediluvian equipment that can not solve the tasks. No, of course, several combat-ready units were preserved, as the strong genetics inherited from the SA affected, and local conflicts did not allow these units to rot along with the rest of the army. Most of the army became an army of slaves with antediluvian equipment, hazing and hiring for businessmen. And the advanced units cannot boast of the abundance of modern weapons, which are still being created by old men from Soviet design bureaus. These weapons are primarily sold in the Arab countries and Asia. So far, only legacy nuclear forces and not yet obsolete, not yet obsolete air defense systems are saving.

How does the IT community relate to weapons? The IT community understands the enormity of the situation and wants to have a strong army. By its nature, the IT community gravitates toward innovation, modern technology, robots, and automation. Therefore, it will create a strong air army of drones, robotic troops, unmanned boats and submarines, as well as robotic armored vehicles. And all this will be controlled through cyber centers. The United States and Israel are now the closest to this type of army, and it was precisely because of this that the Ministry of Defense recently bought Israeli drones twelve years ago (no one will sell newer technologies).

Accordingly, order is still needed in the state police. During the reign of the special oil and gas elite, a huge organized gangster-corrupt police system was created, the main task of which was to rob citizens of excess money under any pretext, impudent behavior, expressed in shooting in public places against unsuspecting citizens, beatings of unsuspecting citizens, rude attitude towards unsuspecting citizens, extortion from unsuspecting citizens, banditry and assaults against businessmen. And the performance of direct duties for this police system has become a kind of distraction in relation to the main activity. Therefore, in such cases, if it is impossible to take a bribe from the criminal in any way, the crime is attributed to some kind of pre-prepared “patience”.

What kind of police system would the IT community build? Firstly, it would maximize the use of modern technology on the one hand to identify criminals, from murders and thefts recorded on camera to speeding registered on camera, and on the other hand to open up and record police actions. The IT community would create a system that reduces the human factor and simplifies the search for criminals. Of course, no system could infiltrate the current police system. Therefore, it would be necessary to send all current employees to life leave with severance pay, and to recruit people on the one hand who had never had problems with the law, on the other hand, never served in the authorities.

One of the most important social components in the state is the pension system. How is it realized with the special-chine-oil and gas elite? In general, it is implemented simply. There is a certain state pension fund with planned losses and theft, which receives money from employers for their employees. There are some state pension programs that bred with calls to invest in the funded part of the pension, which is supposedly doubled in 10 years, when inflation tripled. There are direct calls by the state for its citizens to invest in non-state pension funds in order to relieve themselves of responsibility for the burden of the funded part in the face of terrible inflation. At the same time, the funded part cannot be paid at all. At the same time, one cannot also cash out one's savings ahead of schedule (even with fines it is impossible, there simply is no such possibility). And there are pensioners who are satisfied with handouts from the oil and gas sector, because in the 90s there were none. And therefore, these pensioners regularly and directly or indirectly vote for the special oil and gas elite.

What would an IT community do with a pension system? It is clear that accumulating something with such a currency is pointless, for this you need to create a different financial system (see above). It is clear that the theft factor must be excluded, and for this the system should be as automated as possible. For example, when creating some smart-money, you can add a fee for pension payments from a certain percentage of each transaction to the monetary system program, and you can also collect percentages from transactions for other infrastructure and social projects of the IT state, instead of taxes. Already now, given the IT community’s momentum, one can have a budget comparable to the budget of the Russian Federation, only with lower smart taxes from each transaction and a smart distribution system that excludes the human factor as an official. With the growth of the economy, all social categories and infrastructure projects receive more, with stagnation - proportionally less. This is all automatically adjusted. Monjo can think over other systems, but I’m sure that the IT community will be able to offer an automatic option that excludes the very existence of a corruption element. No intermediaries, just a grandmother's account, which is dripping money from the system in the machine.

Interaction of the IT community and the elite special oil and gas industry

Is it possible to cooperate between classes that are so different in nature and goals (who would prefer to call them communities, groups or systems)? Theoretically, it is possible only if the top of the special ranks of the oil and gas elite of the stupidity of their classes are accepted and they play the gradual replacement of the special ranks of oil and gas elite by the IT community while preserving their PERSONAL position (the position is more material and status-PR than real functions) already in the new structure.

What happens in practice? On the one hand, we see certain gestures and even mimicry under the IT community of individual representatives of the special ranks of the oil and gas elite. On the other hand, this cooperation failed one after another.

Let me give you some striking examples.

In the wake of protests against unfair elections, a wave of talk about e-democracy has begun. In 2012, President Medvedev signed into law on political parties. Under this law, dozens of organizing committees of new parties fell. Among them were parties directly declaring the primacy of the interests of the IT community. After more than a year of stupid registration attempts on clumps of justice, such parties as the Pirate Party of Russia, Non-Coratic Party of Russia, Internet Party of Russia crashed. The first two have already received 3 official denials of registration. The third failed to register in the regions. The failure history can be found on the sites of these parties. On the other hand, a bunch of fake parties of “their people” were registered. Including immediately for sale. It turned out that the IT community has gigantic weight in the economy,

The second example: numerous government projects to introduce high technology into their decrepit state apparatus. In this case, most of the money is sawn on the way to the performers. But IT people are left with crumbs on which sometimes even a simulacrum cannot be made. An example is poorly functioning public services (at least somehow they work all the same).

The third example: subsidies to small businesses, start-ups and 3D printing centers. Of course with giant kickbacks and their own. And the final recipients must report and disentangle these kickbacks.

And finally, it is an imitation of civil society and e-democracy. In practice, the ROI proved the fakeness of the slogans under which it was created. With the latest refusals to repeal anti-piracy law and other initiatives.

What should the IT community do?

Three options
1) assimilate in the Anglo-Saxon world,
2) wait for their fate in the Russian Federation,
3) create their own IT-state.

We must understand for ourselves that we are not dealing with state power, but with pseudo-state power, as can be seen from the results of the execution of state functions by this power. This special team-oil and gas elite is not inherently an object with which you can do business. She respects only power and puts no one in anything. Individuals who are part of this system, even with a great desire, can change little, and even keep their word.

For example, the tactics of repealing anti-piracy law, chosen by the IT community, were previously losing. An effective method of dealing with a similar law by the IT community has been demonstrated in the United States. There was a real information and economic war. It came to the informational pressuring of the congressmen themselves. At the same time, there was unanimity of the entire IT community, including giants such as Google.

You need to start by building your own monetary system and self-government system. And if we can provide our old people with payments from our monetary system, they will go to vote tomorrow at our electronic elections with young people. This will be the first step to electronic tips. All this can be done in parallel. In no case do not cooperate with the authorities, do not accept grants and subsidies from them, by such actions you strengthen them. Act decentralized, but with a common goal.

The only thing that the special elite-oil and gas elite in power is is the vast experience and awareness of their interests, as well as the reinforcement of the corruption structure by the cash flow from the sale of resources. But their cash flow is less than the cash flow of the IT community, it is time to separate these flows. The IT community lacks only awareness of their common interests. And it’s capable of organizing any complex system.

The United Russia party used to love to say: “If not us, then who?”, Maybe it's time to answer them?
