# Mandatory Android Developer Registration: Google's New Rules Starting 2026
Google is introducing mandatory registration of developer accounts and apps in Play Console and Android Developer Console. This security measure allows apps to be pre-registered before user-facing changes. The app upload process will remain unchanged until the end of 2026. Installing unregistered services will require ADB or an extended process.
Developers distributing apps outside Google Play will gain access to Android Developer Console to create an account. Play Console users are advised to check their account status in the coming weeks. Google has optimized the process based on feedback, integrating it with existing workflows.
Integration with Development Tools
In Android Studio, status registration indicators will appear during the build of signed App Bundles or APKs within the next two months. Verified Play Console developers will automatically register apps. They will also be able to register non-Play apps directly in Play Console.
Enthusiasts can create a free account with an email for distribution to up to 20 devices with limited access. Experienced users will retain the ability to install from any sources via ADB or the extended process.
In April 2026, Android Developer Verifier will debut—a system service for verifying app registration with verified developers.
Rollout Schedule
- June 2026: Registration of a limited number of accounts for students and enthusiasts.
- August 2026: Global launch of limited accounts.
- September 30, 2026: Mandatory registration for installations and updates on certified Android devices in Brazil, Indonesia, Singapore, and Thailand. Unregistered APKs—only via ADB.
- 2027: Full worldwide rollout.
Starting in 2027, all apps on certified devices will require certified developers, including alternative stores and APKs.
Background and Details
In fall 2025, Google announced the requirements: registration in Android Developer Console with a unique ID and a $25 fee for a developer account. Identity verification has been testing since November 2025.
The Android Developer Console is intended for developers outside Play. Google previously clarified that changes will only affect certified Android builds.
Some projects, like FreeDroidWarn, are refusing to provide data to Google.
