The State Duma will approve a threshold of 150 euros for duty-free parcels from online stores?

RIA Novosti today “pleased” comrades who prefer to order smartphones / tablets (and not only) from China. With reference to the head of the Ministry of Economic Development Alexei Ulyukaev, it is reported that a reduction in the threshold value of parcels that are not subject to duty has already been agreed with the Russian government. Initially, the agency indicated $ 150, but a little later there was an adjustment - we are talking about the euro.

“We had disagreements about the cut-off price, but in the end we agreed on a figure of 150 euros. There were more radical proposals, from our point of view, redundant ”,- noted Alexey Ulyukaev. What measures can be even more radical, it is not entirely clear to completely close the borders of the state with a population of 143 million people to receive private parcels? At the same time, at the moment, there is no comment at all on what the approved amount was justified.

A few more details are available on the Gudok newspaper website. It says that Ulyukaev’s subordinates suggested lowering the threshold to $ 50-100 altogether. Now the proposal for 150 euros was supported by “the rest of the departments” , now the initiative is being submitted to the State Duma for consideration. The size of the duty is still not indicated, it is said about vague 1-10% of the price of the goods. Earlier, the Federal Tax Service insisted on 30%.

The ultimate goal of innovation is not particularly hidden:“The initiators of these changes assure that the tightening of taxation will bring a substantial amount to the budget. During his message to the Federal Assembly, the president also touched on this topic, saying that if the Federal Customs Service (FCS) has additional income from lowering the threshold for duty-free import of Internet parcels, then they could be spent on the construction of housing infrastructure . " Well, now we at least know what deductions for honest citizens will go to.

As long as there is no specific size of the fee, it is difficult to say whether it is worth opening champagne to B-brands and delighting the comrades who previously used exclusively AliExpress.com services to be attracted to the ranks of their consumers. Nevertheless, representatives of second-tier brands themselves have repeatedly emphasized that order-lovers from China have a meager share in the volume of the Russian market.

PS “The question was also discussed whether this mechanism should be extended to all three countries of the Customs Union or limited to only Russia. Ulyukaev said that so far we are talking about restrictions that apply only in Russia. ” It is very interesting to know the benefits of such a discussion without the participation, in fact, of representatives of all countries of the union.

PPS Deputy Head of the Ministry of Telecommunications Mikhail Evraev justifies what is happening as follows: “In European countries, the duty-free import rate is 22 euros. Almost the last countries in which such huge numbers remained (1 thousand euros) are Russia and Kazakhstan. ”
