    Today, the platform for public discussion of bills introduced in the State Duma - " EVENING " was reanimated .
    It was created quite a long time ago, if I’m not mistaken back in 2011. There were even exhibited at one time as a test for discussion of a couple of bills, but then the matter did not go further than testing.
    And now, after raising the issue of the importance of public discussions of state initiatives and in the wake of coinciding trends on “anti-piracy” legislative topics, resonant with our petition to cancel the 187-FZ and the beginning of its expert discussion (which caused heated discussions, including on Habré), a decision was made (not without our participation) to revive or even rather introduce the institution of public discussion.
    This is essentially a prototype of the second instrument of e-democracy that is legitimate for the state in our country. The first was the ROI site - to collect petitions. The second logical step is the discussion of the laws proposed by the state.

    Yes, I want more and immediately, but let's welcome the fact that the wheels creaked and something had already budged. If this site as a result of the first new “anti-piracy” bill No. 342640-6 discussed at it(On amendments to the Civil Code of the Russian Federation, the Civil Procedure Code of the Russian Federation, the Arbitration Procedure Code of the Russian Federation and the Federal Law “On Information, Information Technologies and the Protection of Information”) will show its viability, it will already be possible to raise the question of its legal regulation activities and procedures for collecting and taking into account the opinions of citizens.
    At the moment, there is no direct such regulation. But I propose to draw it up together with you and we will give it to the organizers of Veche and the deputy who is currently in charge of this process - Robert Schlegel.

    Now on the functionality of the site itself.
    As the organizers explained, in order to avoid the influx of spam, inadequate and bots, is currently introducedsuch a registration system:
    1) Invitations are sent to experts who were involved in the discussion of “anti-piracy” topics - representatives of the IT industry, executive and legislative bodies, public organizations, etc.
    2) These experts, having received an invitation, can activate their profile and send out such invitations themselves to those who consider it necessary. Authorization through social networks is planned, but personally for me at the moment this did not work, probably this functionality is still being finalized.
    3) All others who wish to take part in the discussion should log in through the State Services.
    4) Everyone has the same rights and opportunities for discussion and voting. The only difference is the possibility of authorization.
    5) The bill under discussion is divided into parts and you can comment on them point-by-point and offer an alternative of your own.
    6) There is a system of certain ratings, tops and votes - but I have to deal with this in the process, I can’t describe it in detail at the moment.
    7) The deadline for discussing the bill is set. On the current laid out - until October 24.

    So. I was invited there as an expert and now I can send invitations.
    Anyone who wants to get access to the discussion at the Veche, but who do not have a public service account, send me your e-mail in your personal name and preferably your name.

    Because if you receive an invitation from me, then in fact - I will be responsible (well, rather morally) for your adequacy in conducting discussions there.
    You can adhere to absolutely diametrical points of view on the subject under discussion, but please - carry constructive and less trolling to each other. Thank you in advance))

    Personal request from the deputy Schlegel: if you criticize something, then propose your own option - they will all be carefully considered. Then they will be brought together and a decision will be made based on them.

    I note from myself - I think it will be stupid if, in the end, it happens that we all discussed the bill and dispersed and nothing has changed in it - this discredits the introduced platform for public discussion. So it seems to me that we have a chance to jointly amend the new “anti-piracy” bill.
    Yes, ideally - it would be better if it hadn’t been at all. But if there is an option to fine-tune it as best as possible for our requests - why not?
    Let's try to rebuild it so that we would later say: "we did everything we could."
    Or leave everything at the mercy of the "lawmakers" themselves?

    PS The platform, which was implemented by shara associates of sociallist.su is not going anywhere. It will be useful to us now and in the future, at least as a free alternative.
    In addition, there is an agreement that the initiator of the new “anti-piracy” law, deputy Schlegel, will come to her, at least he promised to do it today.
    Perhaps it will serve us in the future as a good tool for making joint decisions.

    Important UPD!
    At the moment, a decision has been made in connection with problems with authorization through State Services - to make free registration on this portal for everyone. Authorization for all via social networks should also work.
    As a result of the introduction of discussions with such an open registration, a decision will be made on the possibility of such an approach to authorization or, nevertheless, to the introduction of invitations.
    So to all comers - you can register at the Veche at the moment without my invitation!

    Throw me in PM or in the comments in this thread their proposals on the portal " Veche " :
    1) the technical realization of the portal: it is not enough, what proposals - will be transferred to the developer;
    2) the rules of discussion and decision-making on its outcome: let's think about how we all can put it together - and we are ready to consider it too - if there is our option in principle.
    There is a real opportunity to adjust the mechanism of the portal in such a way as to form an order of taking into account opinions.
    So let's do it!
