Roskomnadzor will evaluate the quality of communication providers

Roskomnadzor approved criteria for assessing the quality of communications, which will later be used to compile a rating of communications operators. We are talking about the Internet, mobile and fixed communications.

In particular, Roskomnadzor offers to evaluate the quality of fixed-line telecom operators according to the following criteria: the share of unsuccessful calls, the average time to establish a connection, the quality of voice transmission, and the percentage of successfully transmitted messages by fax.

For example, according to Roskomnadzor, a local telephone connection should be established in a maximum of 6.6 seconds, and the proportion of unsuccessful calls when establishing local connections cannot exceed 3.96%.

With regard to mobile communication services, Roskomnadzor proposes to take into account the following criteria: the proportion of unsuccessful calls, the average time to establish a connection, the quality of voice transmission, the coefficient of successfully transmitted sms and the delivery time of sms.

For example, successfully transmitted should be 99% sms, and the maximum delivery time should not exceed 8 seconds.

In addition, Roskomnadzor approved criteria for evaluating Internet access provided by fixed and mobile operators. In particular, users should spend a maximum of 7 seconds logging in to the network. It is also proposed to use the Internet speed, the share of successful and unsuccessful attempts to transfer files as criteria. However, these standards are not spelled out in the document, as they depend on technology.
