Getting free EDS keys in Ukraine

    The sensible idea of ​​issuing free EDS keys for electronic reports has reached Ukraine. The Tax Inspectorate, as the body most interested in reducing paper workflow, took the initiative to issue EDS keys on a free basis. To do this, special key certification centers were opened throughout the country. On May 30, the first such centers were launched in Kiev , a few days later they began to give free keys in the regions. I was one of the first to go through the process of getting a brand new EDS. I present Ukrainian entrepreneurs-Khabrovsk citizens with instructions for action. I’ll immediately reassure those who have a pathological fear of visiting the tax office: although the key certification center is assigned to the tax office, it is located in different buildings, sometimes even in different parts of the city.

    Certification authorities for free keys prepared very quickly, the first time messages about this appeared in February . They promised to start issuing by the first of May, but were a little late. Obviously, to speed up the process, it was decided to buy the entire infrastructure ready. Everything necessary was purchased from the company IVK (one of the current paid ACSKs), up to paper applications for registration. It is curious that so far in the application form, which is posted on the ACSC tax website, there is a link to ivk.org.ua. Therefore, those who have already received keys from the CPI will find many similarities for themselves.

    However, this is a lyrical digression. Here is a list of documents and things you need to prepare:

    1. Registration application for an enhanced key certificate ;
    2. Application for joining the agreement “On the provision of electronic digital signature services” in two copies;
    3. Copy and original certificate of state. registration (extract from the state registry);
    4. Copy and original identification code;
    5. Copies of 1–4 pages of the passport and the original passport;
    6. An empty CD-R or USB-drive for recording electronic keys in the required quantity (for signing and printing you will need two CD-Rs or two USB-drives).

    The same list is on the ACSK website . You can use our online form to automatically generate both statements . The generated statements can be downloaded in .DOC and .ODT formats.

    You need to bring all the documents to your regional “sector”. The list of addresses on the ACSK website . On the very first day, there was no hype and lines, at least in my “sector”. However, I think the interest of entrepreneurs will grow.

    Inside you will be met by an employee who will check copies and originals and drive your data from the questionnaire into the database. After that, he will take to a special room where there is a computer dedicated to the generation and recording of digital signature keys. This is the client part, which will ask you the desired password for the private key and write it to disk. The public key is transferred to the server part to the operator who will either publish your certificate on the ACSC website or write it to your USB flash drive / send it by e-mail if you decide not to publish your certificate. If you have a seal, then you will need to think up and enter another password.

    After all this you should remain in your arms:

    1. One copy of the application signed by both parties for joining the contract for the provision of electronic digital signature services;
    2. One or two private key media.

    Now you are a full-fledged participant in electronic document management and can send reports electronically!
