But, unfortunately, in addition to the creators of original and creative content, there are also those on the Internet who use the worldwide network to distribute content that violates the rights of third parties. With the growth of the size and significance of the Internet, the number of such offenses is increasing. We pay great attention to such cases and take measures to remove content that violates the rights of third parties from our services. In addition, as the Internet develops and, accordingly, requests for content removal increase, we are constantly working on mechanisms that can effectively deal with this problem.
Therefore, today we announce the improvement of intellectual property protection methods on Google services.
We are currently working on creating tools that make it easier for rightholders to process the DMCA application , and start with Blogger and Google. For those rightholders who will responsibly approach the use of these tools, we will reduce the response time to correctly executed requests to 24 hours or less. In addition, we are improving the process of counter-notification for those who believe that its content has been unlawfully deleted. We will also make available a database of content removal requests.
We will remove terms closely associated with online piracy from the tips that appear in AutoComplete. Of course, it’s hard to say for sure which keywords are used to search for unlicensed content, but we will do our best to prevent AutoFill from using the terms that are most often used for this purpose.
We are improving the procedure for checking piracy of sites hosting ads under the AdSense program. We have always prohibited the use of our AdSense program on websites that provide illegal content. Based on our existing removal practices, we will work with copyright holders to identify and, as appropriate, remove copyright infringers from the AdSense affiliate program.
We will work to make authorized preview of content more accessible in search results. Many users want to find legal content, so we will work to make it easier to index and find such content.
The proposed changes, which we intend to introduce over the next few months, are introduced in addition to our existing technologies: the procedures for responding to a request to remove content that violates the rights of third parties on web search and YouTube and the technology for identifying audio and video Content ID , which allows copyright holder to manage their YouTube content.
The copyright holders participating in the Content ID program provide us with a sample of their content, and before allowing a video uploaded by any user to be published on YouTube, we check it with this sample. If the sample and the downloaded file match, the copyright holder gets the opportunity to block, track or monetize the downloaded video.
To date, on YouTube using Content ID, copyright holders have claimed more than 100 million videos; Content ID database is about 4 million samples, which, in turn, takes 300 thousand hours of material. Almost all leading content producers, including 18 Russian companies, are cooperating with us, including Russia Today, Tvigle, X Media, MuzTV, Soyuz Records, Radio Taxi, RenTV, etc.
In particular, the representative of Russia Today Kirill Karnovich says about this program: “Russia Today is glad to cooperate with YouTube in the field of Content ID, because we believe that this technology effectively protects us as the copyright holder in the field of intellectual property and, at the same time, brings us tangible material benefits. ”
For the last quarter of this year, requests for content monetization from copyright holders grew by 200%. At the same time, Content ID provides more than a third of all monetized videos on YouTube per week.
By developing Content ID and other similar technologies, we hoped to contribute to solving a difficult issue - effective content management and enforcement of copyright requirements in the rapidly changing world of high technologies.
As we emphasized in the jointcirculation of Internet companies , the development of such technologies is impossible without legislative differentiation of the responsibility of Internet companies for user-generated content, such as in the USA (Digital Millenium Copyright Act) and in the EU (E-commerce Directive).
In Russia, Google advocates a legislative settlement of the issue of copyright protection on the Internet, which would take into account the realities of technology development and maintain a balance between the interests of copyright holders, users and service providers.
We have already invested tens of millions of dollars in Content ID technology and will continue to develop these mechanisms to provide copyright holders with even more advanced means of protecting their rights and at the same time support new forms of creative expression on the Internet.
