    On November 11 of this year, open registration of domain names in the Cyrillic zone.rf of all comers started. In any case, this is what the process was called the media - open registration. I also tried to use open registration and register for one of my clients the domain that he asked for - I returned from vacation just that day. And - you are absolutely right! - nothing came of me. It turned out that this domain is registered on RU-CENTER.
    I was surprised - my domain name does not fit RU-CENTER, even if it is turned inside out. However, they quickly explained to me over the phone what was happening - open registration means that everyone can submit applications and who has managed before noon on November 10 will participate in a closed auction. Well, maybe lucky there. If there is enough money ... Well, whoever doesn’t have time, openly declare that he is too late for himself.
    Marveled at the pretentiousness of the ideas of individual comrades about openness, I spat on this matter, telling myself that everything was being done in this country in a certain way, but the story had a curious continuation ...

    Exactly these minutes on Twitter a discussion about zone.rf started (explain to me what the hell the parser removes the space before. Rf? The smartest, or what?). I “participated” in the discussion and I, speaking in the vein that “they are all scammers there indiscriminately.” And in response I received a most curious document - Information note on the zone. RF [1] .

    According to the document, in the first 6 hours of registering domains.rf 184352 domains were registered. Of these, 56785 (or almost 31%) are registered at RU-CENTER. Next, the captured domain names will be resold during closed auctions. These actions are unambiguously classified as cybersquatting, which, according to Wikipedia, for example , is "... the acquisition of domain names that are consonant with the names of well-known companies, or simply with “expensive” names for the purpose of their further resale ... "In this case, I quote the published document," The acquired list contains: registered trademarks, company names, brands, names Media, common vocabulary words covering more than 90% of all used in common speech and in the classifier of goods and services of FIPS.
    At the same time, the Coordination Center of the National Domain at the end of September spoke quite clearly - auctions are just extorting money (in fact) and the CC does not recommend working with such registrars, preferring those who follow the established procedure for registering domains.Contact of the Coordination Center regarding auctions can be found on the Center’s website, there is also a procedure for registering domains . What is characteristic, a close study of the registration procedure (paragraph 3 of the Rules by reference) did not allow me to see a hint of auctions there either - they are not there and it is not indicated anywhere that someone has the right to organize them.
    By the way, the study of the Domain Registration Rules showed that the existing practice of domain auctions, which are used for the sale of exempt domain names (this practice has been successfully used by RU-CENTER almost from the very beginning of its activity), is also outside the rules established by the Coordination Center. The rules, meanwhile, are successfully violated ...

    After reading the published document, you can find a number of interesting points that I will not dwell on in more detail. Instead, I will ask, as usual, a series of questions in the hope that they will give me a series of answers (Christmas is coming soon, and different miracles happen at Christmas).
    1. Rumor has it (unfortunately, Google Almighty did not help me) that Microsoft bought the windows2000.com domain name from some American private entrepreneur who manufactures and sells windows, paying pretty good money for it. In this case, it is completely obvious and understandable who, whom, for what and on what basis paid the money. However, in the case of zone.rf, I would like to know who will go the money earned from the auctions? Who is the seller? On the basis of what did this seller have the right to auction domain names? On Habré - I am sure - there are RU-CENTER employees, and they, I hope, will help clarify the situation.
    2. Every day, a huge number of domain names are registered on the network. However, not every day - and not even every year! - the network opens a new domain zone. Long before the creation of the zone.RF in Runet, disputes and discussions raged, there were rumors and gossip, forecasts of all stripes and many opinions. In particular, one of the leading positions was held by the opinion that as soon as the zone is opened, cybersquatters will run right there and that's it - all good undertakings will be chopped off. And now, during the first six hours of the zone’s life. RU-CENTER made this very squatting on a monstrous scale - strictly in accordance with the predictions. This massive seizure of domain names could not be carried out without the knowledge and participation of ZAO TCI, which, in fact, serves the entire system. So why did TZI CJSC not pay attention to such a notable event and take no measures? Why not at least report the fact of cybersquatting to the same Coordination Center?
    3. Domain auctions for zone.rf domains were widely advertised in RU-CENTER. Only Buddhist monks (for this world does not bother them) and land-eating tourists like me (because they are far from home) have not heard of these auctions. It would seem that it is time for the Coordination Center to intervene before the registration is opened, and to coordinate the issue - issue a warning to RU-CENTER or completely deprive accreditation. In the end, this is precisely the activity for which the Coordination Center was created - the accreditation and control of registrars. However, KC only “sincerely regrets this fact.” I, in turn, sincerely wonder - why, together (or rather, instead), with regret, did the KC not realize its direct powers and fulfill its direct functions? I hope

    I’ll add that I’ll add some light to the second item on the list of questions a little closer acquaintance with the RSIC CJSC, which, in fact, we pay money by buying domains. According to some reports, RSIC CJSC is half owned by Alexei Platonov, Director General of TCI CJSC, and former head of Alexei Lesnikov at RosNIIROS.
