The Washington State Board for Community & Technical Colleges (SBCTC) has recently adopted an open licensing policy for the competitive grants they manage:

All digital software, educational resources and knowledge created through competitive grants that were conducted and / or managed by SBCTC will be licensed by the Attribution Creative Commons ... [and] this applies to all funding sources (state, federal, foundations and / or other sources ) ...
