FAS sent letters to TV channels about equalizing the volume level of advertisements and television programs

On May 20, the Federal Antimonopoly Service of Russia sent letters to 15 federal television channels about the need to take measures to equalize the volume of advertising and the volume of television broadcasts, and also requested information on measures taken by the TV channels regarding this issue.

Considering the fact that at present there is no technical regulation determining the admissible sound level of an advertisement, the Federal Antimonopoly Service informed the TV channels about the possible amendments to the Law "On Advertising" aimed at fixing the direct action on determining the sound volume level of an advertisement.

Now, in accordance with the Law “On Advertising,” when broadcasting an advertisement, its sound level, as well as the sound level of a message about a subsequent advertisement broadcast, should not exceed the average sound level of a television program or television program interrupted by advertising.
