Where does the money go in our schools?

Today I learned from my younger sister that they have 10 old second stumps with 98th Windows in their computer class. A year ago, they raised money for a new computer class - they promised to buy 30 cars. Moreover, for the money that they raised - ~ $ 25k, one could buy very decent PCs. As you can see, someone decided that it would be more useful to build a brand new house in the country. They didn’t sign any papers, they just handed over 1,000 rubles per child. School is comprehensive.

Personally, this behavior of the school administration was enraged - I want blood. What is more competent to do in this case?
