X-Seed 4000 - the tallest skyscraper in history, created on paper

While there is debate in the world about what is the tallest building on the planet, the Japanese corporation Taisei designed for Tokyo an 800-story skyscraper with a height of 4 (!) Kilometers.
The skyscraper, named X-Seed 4000 , is the highest of all designed to date, if you do not take into account the fact that it was created so far only on paper.
According to the project, the skyscraper will rest on a base of six square kilometers, will exceed Mount Fuji (which it resembles) by more than 200 meters and will be able to accommodate from 500 thousand to 1 million people.
In addition to its impressive height, the X-Seed 4000 is one of the “greenest” buildings in the world: it will receive most of the energy for the operation of the indoor microclimate systems from sunlight. In addition, the building will be able to protect its inhabitants both from pressure drops and from the vagaries of the atmosphere. The elevators of the building, designed for 200 people, will be lifted to the highest floor in 30 minutes.
According to preliminary estimates by experts, the construction of the X-Seed 4000 may require an amount of 300 to 900 billion dollars.
To say that this is impossible is probably stupid. However, the X-Seed 4000 now resembles the utopian vision of a modern “green” urban development rather than a competitive design solution.
