All telecom operators will install a vandal-proof system "Auditor" from Roskomnadzor

    Internet providers of Russia do not cope well with blocking websites banned in the Russian Federation, such as Rutracker and Flibusta. Some late update the registry of prohibited resources , others do not at all. Roskomnadzor periodically checks and identifies violations. After the famous case of Medvedev, who entered Rutracker , these checks have become more thorough, and now Roskomnadzor has offered a cardinal solution to the problem.

    By the end of 2016, each Internet provider is obliged to install the “Auditor” system developed in Roskomnadzor, saidDeputy Head of Department Oleg Ivanov. The system will automatically check access to prohibited sites, and in case of violation - send a notification to the territorial office of Roskomnadzor. For violation, the inspector draws up a report and writes a fine.

    “Revizor” is a software and hardware complex (PAK), which has already been tested by 680 telecom operators from 2870. Now they have a test version replaced with a new one, and by December 2016 all telecom operators in Russia should install it.

    “We’ve taken out the old ones and installed the new PAC,” said Ivanov. “This one was experimental, cheap, and therefore many operators were indignant. The new will be more powerful, vandal-proof, and, most importantly, it will be certified in two types - as a means of measurement and as equipment that can be used on networks of a telecom operator. Due to the fact that he will become certified, we will be able to calmly, if necessary, go to court with the data obtained. ”

    Roskomnadzor provides each provider with one of two options for the “Auditor”: a PAC or a software package, which is more convenient for it. According to Art. 46 of the Law "On Communication", the communication operator is obliged to install "technical means of control" (only "hardware", there is no talk of software).

    According to the government decree No. 1101 of 2012, each provider is obliged to “daily unload information and network addresses that serve to identify sites from the Unified Register of Domain Names”. For violation of the requirements and conditions of the license responsibility is determined by art. 14.1, part 3 of the Administrative Code: for legal entities a fine of up to 40,000 rubles (under the new bill - up to 100,000 rubles for each non-blocked link or IP address).

    In 2015, 577 applications were submitted to the court for non-compliance with licensing requirements.
