Information about this was shared by a specialist close to one of the companies developing such a system, as well as another source familiar with the details of project development. As you can guess, a deep traffic inspection system for Roskomnadzor is being developed in Russia, so the budget funds will remain in the country.

However, today the head of Roskomnadzor, Alexander Zharov, has denied the information about spending 20 billion rubles. on system development:

“It's hard for me to comment. “Roskomnadzor did not apply to the Ministry of Finance for either 20 billion rubles or for any other amount for certain programs,” said Zharov in an interview for TASS. - Nothing of what was said in the material BBC, we did not. • possible blocking of Facebook (Zharov prefers not to block the social network, but to write a fine if the company does not transfer servers with personal data to Russia);
• an increase in fines for Google, if it does not connect to the Unified Register of prohibited information and does not start filtering sites on the list from there, Zharov hopes for the appearance of a bill on turnover fines pegged to the turnover;
• the possibility of isolating the Russian segment of the Network: there is no such perspective now, Zharov said, but “any country, including the Russian Federation, must be fundamentally prepared for various scenarios,” including the isolated work of the local segment;
• creation of an information system with a list of sites that are under Russian jurisdiction;
• identification of users of instant messengers (the procedure takes 20 minutes).
