Who blocked the localhost and who benefits from it?

Yesterday I read the news that many were waiting for - Roskomnadzor blocked ... itself. More precisely, this is not entirely true - localhost (127.0.0.1) got into the registry of banned sites. Let’s try to figure out how it happened, what came of it and who needed it?
So how could localhost get into the ILV blacklist?
The fact is that the decision on blocking is made in the domain name, on which several IP addresses can be “tied”. Next, a notification about the blocking is sent to the owner of the resource, after which he is given 3 days to delete the prohibited content. During these three days, the owner can eliminate the causes of the block.
However, in the same 3 days, the owner of the resource can change the bindings in the DNS name, including specifying the IP associated with another domain. Apparently, this is what happened in the story with the sitekaraoke-besplatno.ru .
Those who wanted to spoil Roskomnadzor and the process of blocking sites with illegal content intentionally changed IP to 127.0.0.1.

Since the IP list for blocking is automatically uploaded, the localhost entered the registry along with the correct IP addresses. And after detection by the ILV staff, he was expelled from there.
After that, IPs for blocking were received by providers who also did not bother to check the list for adequacy. So, apparently, everything happened: ILV and the provider did not overlook, and the cunning owner of the domain simply mocked everyone.
Since the blocking is given for three days, and IP 127.0.0.1. was deleted from the registry after detecting an error; no real damage to the ILV site was caused.
And now the most interesting thing: did karaoke-besplatno.ru only want to mock Roskomnadzor and providers? The first to "sensation" reported Roskomsvoboda. After that, many reprinted this message, and Roskomnadzor quickly eliminated this incident without suffering much damage. For karaoke-besplatno.ru it also did not bring any benefit, because even in case of an increase in the flow of visits, the site is unavailable. It turns out that increased traffic and only Roskomsvoboda got its benefit. Considering how they promoted themselves, it can be assumed that they prompted the owners of karaoke-besplatno.ru to change the IP address to the localhost.
