Starting January 1, 2013, Universal Electronic Cards will be issued

    Tomorrow begins the issuance of universal electronic cards. The UEC card provides identification of its holder for access to state and municipal services and services of other organizations, receipt of state services in the system of compulsory medical insurance (for example, making an appointment with a doctor), compulsory pension insurance (for example, obtaining information about the status of an individual's personal accounts with the Pension Fund of Russia), obtaining banking services.
    The following information is printed on the surface of the UEC card: citizen, gender, date of birth, signature sample, photograph, card number, compulsory health insurance policy number, compulsory pension insurance certificate.



    From January 1, 2013, the card will be issued to Russian citizens upon application, and from January 1, 2014 - to all Russian citizens, except for those who refused in writing.

    Will it be possible to launch the system on January 1?

    Alexey Popov: There are bearded myths about a universal electronic card. The first one is about the fact that the dates can be postponed. For example, due to the fact that regions are not ready to work with the map. I can say for sure: nobody is going to change anything. There is a law, it says that from January 1, 2013, Russia begins issuing electronic cards to those residents of the country who wrote applications for UEC. And after another year - to everyone else. That will be so. We monitor the willingness of the regions to launch the project. New data are posted every week on Mondays on the portal www.uecard.ru . I take this opportunity to ask the regional media to work more actively with this information.

    What services will be available?

    Alexei Popov: All those that the country's residents are now receiving in state and municipal departments. Using the card you can pay taxes and fines, receive a passport and other documents. The simplest thing is that from January 1 it will be possible to register in your account on the regional portal of public services. Now for this you have to fill out a questionnaire with personal data, wait for the login and password to be sent by mail ... With UEC, everything is easier. Since an electronic digital signature is already “protected” in it, registration in your personal account will occur automatically.
    Another example is maternal capital. With the help of UEC, it can be obtained without a single visit to social security agencies. Using a universal card, a person visits the portal of regional public services, fills out the necessary forms, certifies them with a qualified electronic signature, which is also recorded on the UEC, and receives money in his bank account. In the Volgograd region, maternity capital is already issued in this way.
    From April 1, 2013, the card can be used instead of a ticket for travel in transport. True, at first only on trial routes.

    How will personal information get on the card if it was not there when it was issued?

    Alexei Popov: Suppose a person passed the exam in the traffic police. He inserts the UEC into any bank terminal and information about the rights received is immediately recorded on the card. In order to avoid abuse, we make a request to the traffic police, and if they confirm that the rights are really granted, the information is finally entered on the "plastic".
