How humiliating to do a script job

From time to time, something finds something on me and I believe that "Man - it sounds proudly!". Then I return to the harsh reality, which proves that nifiga like that.

Somehow it started my state (Ukraine) to change such a thing as KVED . The need for replacement is understandable - over time, new activities appear, existing ones are divided into subgroups or combined, etc. It is necessary to update - it means it is necessary. There is an unambiguous correspondence between the old and new KVEDs. There is a law according to which everyone should switch to new KVEDs by 2013.

Let's think about how this should happen in a good way.

Theory

Somewhere at the end of 2012, a script of the form is launched in some state base:

UPDATE table_kved SET kved="X" WHERE kved="Y"

After that, this patch goes to the tax (maybe retirement, or who else needs it there), and I get an SMS / mail with the text "Your KVED was changed to YYY. If you have questions / comments - write / call there. ” Provided that the script is correctly written, 99% of people can simply ignore this message. Someone who does not like something or needs paper with a new KVED is coming and going. All!

Practice

1. We go to the local city council.
2. We stand in line. We are writing an application for changing the QEDA (moreover, you need to buy a form, you need to know what to change, you need to look for it somewhere, you can make a mistake).
3. We stand in line. We are brought to the base. Next you need to get an extract about this.
4. We take the details for payment. We go to the bank.
5. We stand in line. We pay about $ 10.
6. Come back. We stand in line. We are writing an application for an extract.
7. We get an extract.
8. We go to the tax.
9. We stand in line. We are writing a statement that we have changed KVEDy.
10. We are waiting for 2 weeks.
11. We go to the tax. We stand in line. We get a certificate that the tax is aware of what we are doing now.

Pancake! What the heck? Why 2 scripts could not do all this? All this taking into account the queues took me about 4 hours (+2 weeks to wait). Multiply this time by 1.2 million private entrepreneurs, well, at some hourly rate (well, at least $ 25 per hour). What do we have? 126 million bucks loss! This is how it looks in reality (it’s okay if you don’t understand the Ukrainian language - ordinary people there don’t say anything good, and officials say nothing intelligible).

And plus those $ 10 each, pay for the work of the army of civil servants, tons of tattered paper, probable mistakes, hassle in the lines. What for? For what? Yes to write this update of base - fie, to do. And with tests, and with notifications.

How humiliating to kill 4 hours of life for what the script would have done in 0.00001 seconds ...

PS In fairness, I must say that things do not stand still. Here and there already there are sofas with Wi-Fi , and documents to the tax which can be taken over the Internet , and registering as a private entrepreneur online is also possible . But why is it all so slow, merciless and incompatible with each other?
