Honestly, I’m not trying to advertise the project, but I really want to hear the opinion of the habro-community on the bill. For opinions of a habr are very objective and valuable, as practice shows.
I live in Somalia (more precisely, in the unrecognized state of Somaliland on its territory) and for the third year I have been engaged in the development of a higher education system (and also the Pirate Party of Russia - although this is not the case, it’s an interesting coincidence).
Thinking about what other kind of activity to accustom the locals (weaning from piracy), I came across the news that by the end of the year we will be connected to one of the largest underwater fiber-optic highways in the world, running along the bottom of the Red Sea very close (and connecting Europe and Asia). And given that only a minimal number of people will use this channel here, we will get here one of the fastest Internet on the planet.
In this context, the opportunity to try to create a training program here, as well as an outsourcing-oriented office aimed at, as they say in the West, Software Engineering, became completely obvious to me. In short, coding - and teaching pirates this.
I am aware of how crazy this sounds, and I won’t be surprised if many of you do not believe me. But I am speaking quite seriously.
What is the idea in general terms:
Organization
With an existing university, a new curriculum will be created - BA in Software Engineering, which will be more than half devoted to the study of programming languages under the guidance of several experienced white programmers.
A software office focused on outsourcing will be created with it (with white coders) (although the local market will also appear - both business and government need some kind of software, but they need it). So, students instead of tuition fees (or part thereof), as well as for practice, will also have to work out in this office after classes.
As a result, white coders will have to teach about 12-16 hours a week, but they will receive free labor for this, the quality of which will depend solely on the efforts put into it. Black slaves, in short.
The educational process
The local system of secondary education is very poorly developed, so at the beginning they will have a very low level of mathematics and a lot of attention will have to be paid to it, as well as English. Up to the point that we will force very weak students to go through the preparatory year of intensive mathematics and English.
When it comes to computers, the program will focus on Linux and OpenSource, respectively, and you will need to pay attention to the architecture of these systems as well.
As for the languages themselves, we want to teach both low- and high-level: C, C ++, Python, Java, Erlang, LISP, ML, PHP, Ruby. Object-oriented or not - I don’t know yet.
In total, we plan 3 years for the program (plus, who needs it, preparatory); since, unlike universities in developed countries, we will not have auxiliary subjects (except for English and mathematics), we must meet the deadline: about 18 academic hours per week, about half of which (and in senior courses - in general 10-12 hours) will go to computer business and coding.
Yes, and we will provide them with computers around the clock access, if that, so there will be no problems.

What to teach to make coders from illiterate blacks? (given that through rigorous selection we can actually collect the best minds of the nation, as the organization already has a strong reputation as a leader in the educational field).
What languages are there in the subject today to find work that is not entirely complicated?
How to teach them? Object oriented or not? What kind of approach should be?

My personal goal here is to do something good and creative in this country, so I’ll say right away that I personally don’t care about the commercial success of the project. However, it is clear that in order to attract people to him, I must also interest them financially, so I will write out the idea in more detail.
Logistics
All this will be part of a large and serious organization called Abaarso Tech . These are the brainchild of a Wall Street banker who is tired of everything and decided to invest all his money in creating a world-class boarding school in the most disadvantaged country in the world, which he did by moving here permanently. It went well, and over time, the project grew and began to include not only a school, but also a university and other educational programs. We will be one more.
Naturally, the security question immediately arises for many. And although Somalia is really the largest Failed State on the planet that has not seen any government for 20 years, Somaliland is a calm and safe enclave. In the same AT - almost all teachers are American or Europeans, and nothing.
For money: AT will pay, as with all its teachings - it will provide transport, housing, food and in general everything that is needed here + 250 bucks a month (which, in fact, there will simply be nothing physically spent). But in addition to this, there will also be a share in the office, which, even with small projects, should, in theory, bring a normal profit: since you will not have to spend a dime on infrastructure or labor, and the entire budget will be profit. In addition, no one will disturb you remotely.
But from my own experience, I guarantee you that to see how your work for the better changes the lives of people around is worth much more than any money.
