EGAIS. What is it and where do brands appear on wine bottles

    Or how the IT department of the brand printed. Exclusively for a habra for the sake of a selfish question - get an invite :)

    Help: EGAIS - Unified State Automated Information System designed to automate state control over the volume of production and turnover of ethyl alcohol, alcoholic and alcohol-containing products.

    Due to the fact that I have some experience in implementing this system, I want to talk about how the excise stamp appears on bottles with alcoholic beverages. The process of introducing EGAIS in 2005 was coupled with the traditional Russian gouging and therefore was rather fun. I have a relationship with imports, so I won’t talk about manufacturers - they have their own story.

    The importer ordered the finished excise stamps at the local customs authority and sent it to the manufacturer for the bottle sticker, as each bottle was supposed to cross the border with Russia with an existing brand. At the factory, these brands were pasted (and many factories at their own expense bought equipment for the automatic sticker labels specifically for Russia) and sent to us. There were several types of brands, depending on the degree and type of product. For many years, manufacturers have become accustomed and the process has been moderately logical and perfectly debugged.

    2. The introduction of EGAIS.

    Rumors about the alleged ugliness went a long time and now, in the spring of 2006, the first test introductions began. I will make sure that our company is included in the test group, so in St. Petersburg we were one of the very first companies to have this miracle. Maybe even the first ones.

    To begin with, I want to give some characteristics of technical means in which the means of fixing and transmitting information on the volume of production and turnover of ethyl alcohol, alcohol and alcohol-containing products should be installed into a single state automated information system for recording the volume of production and turnover of ethyl alcohol, alcohol and alcohol-containing products. Yes, it’s dimly said :) In general, I translate from the state bureaucratic into Russian - the characteristics of the computers on which EGAIS is installed:

    Server:
    processor - 2 Intel Xeon processors, at least 2800 Mhz
    memory - 4 GB
    SCSI RAID
    number of HDD: not less 5 HDD SCSI 80GB
    Streamer Type: External HP-5687B
    Modem (interestingly, necessarily Zyxel or Courier)

    Two ordinary computers - necessarily Intel Pentium 4 with a frequency of at least 3000 MHz and 1 gigabyte of memory.
    Printer d / c Datamax I-4208
    Barcode reader PDF-417 HD (high density) type Welch Allen IT3800

    Software:
    For Windows 2003 Server Std, MS SQL Server 2000 Standart Editions SP4, ViPNet (Personal Firewall).
    For XP jobs.

    At first, it was somewhat unclear why such power was needed for a regular, in general, server-client application, even if using MS SQL. But then, in the process of testing, the situation began to clear up - it was buggy, written by students on a dolph, it simply shamelessly slowed down on weaker typewriters. As it turned out even later, in the process of work, not only the server part of the program, but also the not very well-designed sql-base slowed down. However, more on that later.

    The developers of this complex were the FSUE “STC Atlas FSB of Russia”, but the guys from Crystal Service installed and set up this whole thing. By the way, they really well versed in the product and caught a lot of glitches.

    And now, finally, the complex is installed, more or less configured, you can work. But, as they say, there are nuances :) I will describe the process.

    1. There is some evidence -
    1.1. Name of manufacturer
    1.2. The name of the product and its characteristics
    1.3. Certificate for this product.
    All this business needs to be entered into EGAIS and tax in Moscow should assign unique codes.
    2. After assigning the codes, an application for bar coding to customs is created.
    3. We receive confirmation of the application and finally print the stamps.

    Further, the process is almost no different from pre-EGAIS times.

    Now about the nuances.
    Point 1 must be performed sequentially - first, the request for the assignment of a code to the manufacturer, then the name code and after the certificate is attached. And everything would be fine, but the Federal Central Administration for Control and Control, where codes are assigned, is the only one for the whole country. And codes are assigned almost manually. No, it is generated, of course, automatically, but the operator needs to press the confirmation button each time. Can you imagine how long it took to wait?
    But that is not all. Muscovites immediately sent their requests to the Federal Central Administration, and the regions first passed the local Central Administration, where operators also need to click on the forwarding button.
    If you thought that the problems of the first paragraph end on this, then this is far from it :) It is understood that some information can be exchanged between end users in the system - one, for example, is located in St. Petersburg, the other in Vladvostok. What does this mean? Routing mail. Moreover, the curve. Messages sometimes arrive, sometimes they are lost in whole bundles, and sometimes they go to the completely left Central Administration and settle there. Doesn’t resemble anything? And I was visited by thoughts that the EGAIS complex was developed by FIDOshniki, at least in terms of routing :) This is no offense to FIDOshniki (the former fidoshnik himself, even the hub), it just reminded me very much :)
    It was very funny to look for your messages in all the Central Control Departments of the country, especially when the containers with the goods are somewhere in the transit port (stamps can be glued on bottles not only at the manufacturing plant, but also on the way to Russia) and a lot of money is dripping daily for simple .
    In the beginning, there was another interesting problem - if the name code comes, then the certificate can easily disappear somewhere. In this case, I had to climb into the base with my hands, create a certificate and attach it to the products.

    Initially, it was assumed that the administrators of the importing company would not have access to the server and the database, but given the inclusion of beta testers in the group, the presence of constant failures, as well as good relations with the Kristallites, I had full control over the server and well studied the structure of the base and the principles of the entire complex, which had a positive effect on further work. Subsequently, I even wrote a small program (exclusively for internal use), which performed the necessary actions in the database.

    And finally, we are ready for point 2 and 3. There were almost no problems with routing, because we connected with customs in the best FIDO tradition - by modem. And “almost” is because applications could also disappear at any stage of passing through customs. I would not even say “they could have disappeared,” namely, they disappeared. How can the application disappear on a direct route from point A to point B, even the Kristallites did not know. But the developers probably knew (though they were silent, like partisans), because In one of the complex updates, the problem was fixed. Updates, by the way, are a separate song - they were terribly afraid of it, because with each update something was sure to break. Either the applications ceased to leave, then nothing just started, then something else. Then, however, they got used to it.

    Well, the confirmation of the application for bar coding is received, you can print stamps. Strange it happened, but the fact - stamp printing was assigned to the IT department. On the one hand, it seems logical - the problems with the system are constant, they must be solved promptly, but on the other ... Stinky brands, noise from thermal transfer printers is awesome, and it takes a lot of time from the main work - in general, this was a good reason to expand the department and significantly increase the level of salaries in the department :)

    What are stamps? This is such a reel of blanks, with a volume of 5000 pieces, made at the State Sign. Blank stamps are glued onto a strip of paper and folded into a roll. The printer is smart, prints a barcode, determines the border of the brand, scrolls to the next, prints the next barcode, etc. to the end of the bobbin. Each brand already has a unique number, this number is in the application for bar coding.
    And everything would be fine, but - the State Sign also likes to mow (interestingly, and how do they print money?). For example - there is no free space between stamps, stamps without a number, lack of stamps, incorrectly glued stamps, confused numbers, rough gluing in the middle of the bobbin and other jambs. What this leads to - the printer prints completely on the brands on which the numbering is wanted and in the database. Or just chews this bobbin and spoils the brand. And all would be nothing if it was possible to take and correct the numbering. But no, there is protection in the system - for if the broken numbering could be corrected, then it would be possible to print the left marks in the same way. Therefore, a mechanism for the return of damaged stamps was provided.
    As always, the caveat - this mechanism did not work :) Much later we found out that the mechanism worked, even described in detail how to use it in the documentation, but by that time we got used to it simply - with pens in the database :) Honestly, I just can’t imagine what we did if there were no direct access to the database.

    3. What will happen after EGAIS

    Finally, the work is debugged, almost nothing is buggy, the saga is over. There were a lot of things - there was work 16 hours a day, there were nights at work, nerves were at the limit ... Maybe everything would have been much easier if I hadn’t climbed into the front ranks with a beta tester ...

    And why did I decide to write about this ? Because three years after the painful implementation of the Unified State Automated Information System from Atlas, the new system arrived in time - the Unified State Automated Information System from GNIVTS. Now I’m just finishing the implementation of this system. Sick, as they say :)
